IFCS/FSC/06.43-RPT 71st Forum Standing Committee Meeting 24 September 2006, 14h00 - 15h00 Budapest - Congress and World Trade Center Meeting Summary Report 1. Introduction The President welcomed members and participants to the meeting. 1.1 Acceptance of Agenda (IFCS/FSC/06.43) The Proposed Agenda was adopted as presented. 1.2 Acceptance of Record of 70th meeting (IFCS/FSC/06.42) The record of the 70th FSC meeting was accepted as drafted. 2. 2.1 Forum V Organization Local arrangements update Z. Szabó provided an update on the local arrangements and the evening reception hosted by the Government of Hungary. He confirmed that as needed arrangements would be made for ad hoc working groups, drafting groups and other meetings. 2.2 General Review of Programme and General Time Schedule The President expressed his hope that the established atmosphere of IFCS meetings as a forum for open dialogue, discussion and brainstorming among countries and all stakeholders leading to better understanding of needs and challenges and actions/solutions will prevail during Forum V. He noted that there may be a number of "new" participants to Forum sessions whose only experience may have been in the formal negotiating structure of international/intergovernmental meetings. It will be important for a successful outcome for all to clearly understand the IFCS procedure/way of working as established by governments and other stakeholders. The Secretariat reviewed the proposed time schedule for plenary sessions and each of the plenary session lead sponsors reviewed the programme of speakers and organization for each plenary session as presented in the Forum V Plenary Programme (Room Document). Several speakers and presentation titles remained to be confirmed. S. Clarkson stated that he would be making the presentation on behalf of the Government of Canada during the Toys and Chemical Safety session. 2.3 Opening Session The Secretariat provided an update on the organization of session including keynote speakers. The President invited input from FSC members for his opening remarks and progress report. 2.4 Forum V Rapporteur The Secretariat informed the FSC that nominations to Forum V for the rapporteur were needed. The Vice President's agreed to discuss the matter with the regional groups in the afternoon meetings and submit nominations to the Secretariat prior to the Opening Session. 1 2.5 Regional Meetings The President invited the Vice Presidents to bring forward any request for assistance from the IFCS President or FSC members for the organization of regional group meetings during Form V. He reminded members that Regional Group Meetings are open to the attendance of any IFCS participants and others attending Forum sessions as observers. Any “closed” session during a meeting must be announced well in advance of the meeting. 3. Other Business None. 4. Next Meetings 26 September 2006 8h00 -9h00 CET (Budapest) 2
