The main focus of the meeting is to continue the detailed planning for Forum VI including a request to reconsider the venue/host for Forum VI. The FSC as specified in its Terms of Reference has a responsibility to guide the process of preparing meeting materials and documents for sessions of the Forum following a lead country/sponsor/organization approach. Document: IFCS/FSC/07.24 Ref: IFCS/FSC/07.25 3.0 Acceptance of the Record of the 75th FSC Meeting The Draft Record of the 75th FSC Teleconference was distributed to the FSC and other participants on 10 July 2007 for review and comment. Several FSC members submitted suggested revisions that are incorporated in the revised draft .The revised Draft Record is presented to the FSC for its acceptance. Document: IFCS/FSC/07.22 rev 1 4.0 Forum VI 4.1 Venue/host The 75th FSC meeting took a decision on the host and venue for Forum VI. The Government of Senegal was represented at the meeting by Mr Cheikh Ndiaye Sylla, Deputy Director of Environment, Ministry of Environment. At the meeting, the FSC again expressed its appreciation for the interest of the Government of Senegal to host Forum VI, but noted that the necessary comprehensive formal proposal including the guarantee of full funding resources had not been received by the requested deadline of 31 May 2007. At the request of Mr Sylla, the FSC agreed to extend the deadline for receiving the necessary proposal and funding guarantees from the Government of Senegal until 31 July 2007. In light of the importance of Forum VI for the future of IFCS and its ability to substantively contribute to the implementation of the Strategic Approach to International Chemicals Management (SAICM), the FSC took the decision to go forward with alternate arrangements to organize Forum VI at the UN conference facility in Nairobi if the required proposal is not submitted by the Government of Senegal by 31 July 2007. In view of the fact that the necessary comprehensive formal proposal including the guarantee of full funding resources had not been received from the Government of Senegal by the extended deadline of 31 July 2007, the secretariat moved forward on the FSC decision to go forward with alternate arrangements to organize Forum VI at the UN conference facility in Nairobi. Subsequently a letter was received from the Minister of Foreign Affairs, Senegal, dated 13 August 2007, confirming the agreement of the Government of Senegal to host the sixth session of the Intergovernmental Forum on Chemical Safety (Forum VI) in Senegal in September 2008 at the Meridien President in Dakar and providing a guarantee of the financial and technical resources to satisfy the criteria set forth in the IFCS document Hosting Meetings of the Forum Guidelines and Criteria for Selection of Hosts (IFCS/FORUMIV/16w, Annex 10) as further elaborated in Hosting Meetings of the Forum Organizational and Local Arrangements Responsibilities of Host Government based on a draft budget totaling 788 260 USD. It is further understood that, if necessary, the Government of Senegal will increase the existing budget to cover all the expenditure entailed to organize the meeting. 3 IFCS/FSC/07. 24 12 September 2007 The secretariat agreed to request the FSC to consider the additional information provided by the Government of Senegal in its letter dated 13 August 2007 and to reconsider the FSC decision on the host and venue of Forum VI at its next meeting/teleconference to be held 25 September 2007. Mr Sylla has informed the secretariat that he can provide additional supporting information to the FSC based on experience hosting other international meetings and, for example, recent correspondence with the Meridien President hotel conference facility. Dehghani working with R. Quijano and others volunteering for the WG to prepare a revised proposal for a Forum VI session on IVM and IPM that could be discussed at its next teleconference. It was suggested that a session at Forum VI should address IVM and IPM in the broad context of the Forum III recommendation as an integral part of risk reduction. The revised proposal should also include proposed presentations in each area. The FSC agreed that time should be reserved on the Forum VI plenary agenda for the topic. The FSC is invited to consider and provide input on the revised proposal. M. Gribble agreed to check with industry colleagues on the possibility of a representative/senior executive of downstream user industry.) Following the FSC meeting a further communication was received from M. FSC members are invited to update the FSC on proposals. 5.0 Financial Report The Secretariat will update the FSC on fund raising efforts undertaken in the last several months. FSC members are invited to provide information on their efforts to assist the Secretariat of the IFCS in fund raising for the Trust Fund and for funds to support participation in IFCS activities ("twinning" arrangements). The FSC is requested to consider additional fund raising efforts for IFCS to support its work for the preparation of Forum VI and also participation in Forum VI. 6.0 SAICM Implementation & ICCM2 planning - update The SAICM Secretariat and SAICM Regional Focal Points are invited to update the FSC on SAICM implementation efforts and planning for ICCM2. The FSC may wish to consider the need for additional teleconferences in 2008 prior to the face to face meeting. 5
