Unified Student Government Association Loyola University Chicago Legislation of the Senate ______–______–______ To be filed by the Secretary THE USGA ARTICLES OF GOVERNANCE ADOPTION Chiefly Sponsored By: Senator Ryan Kelley Co-Sponsored By: The Constitutional Review Board THE USGA ARTICLES OF GOVERNANCE ADOPTION Whereas, The Unified Student Government Association, hereafter referred to as the USGA, holds itself and its members accountable to and responsible for its own bylaws, and Whereas, The USGA bylaws are currently detailed within the USGA Charter, Constitution, and Code, and Whereas, The USGA exists to serve the undergraduate student body of Loyola University Chicago, and Whereas, The manner in which the USGA functions, and the bylaws by which the USGA operates, should be clear and transparent to any and every member of the Loyola University Chicago community, and Whereas, According to the current USGA Code, Title 3, §1 (C)(i): In the conduct of the meetings of the USGA Senate the most current edition of Robert’s Rules of Order shall prevail except as otherwise provided in these bylaws. and Whereas, In practice, only a small and specific portion of Robert’s Rules of Order is relevant and applicable to the conduct of meetings of the USGA Senate, and Whereas, The triplicate structure of the USGA bylaws has caused inconsistencies, contradictions, and redundancy across the current governing documents, and Whereas, The USGA Articles of Governance is a consolidation of the bylaws detailed within the Charter, Constitution, and Code of the USGA, and Whereas, The USGA Articles of Governance contains rules of parliamentary authority that are specifically tailored to the mission, values, and function of the USGA, and more specifically, to the purpose of the Legislative Branch of the USGA, and Whereas, The USGA Articles of Governance is formatted to more clearly, concisely, and transparently articulate the manner in which the USGA operates, Therefore, Be it resolved that the USGA adopts the USGA Articles of Governance to 1) replace the USGA Charter, Constitution, and Code, and 2) to redefine parliamentary authority within the Legislative Branch.
