REQUEST FOR EXPRESSIONS OF INTEREST AND STATEMENTS OF QUALIFICATIONS
1.
INTRODUCTION
1.1
Purpose
The purpose of this Request For Expressions of Interest and Statements of
Qualifications (the “RFEOI/SOQ”) is to:
(a)
(b)
invite Submissions from Respondents that describe the desire, expertise and
capability of the Respondent to participate in the Project described in Schedule
A; and
select a Respondent or Respondent(s) who may be invited to participate in an
Invitation to Tender (the “ITT”) process.
This RFEOI/SOQ is a general call intended to capture the maximum number of eligible
contractors together with company specific information about the contractor responding
to the call. All information shall be reviewed by the City’s project manager, design team
and the City. It shall be at the discretion of the City to accept or reject responses from
any contractor who elects to submit a prequalification submission.
The City reserves the right to not accept any submission and to reissue this prequalification at the sole discretion of the City.
The City does not obligate itself in any way as a result of this RFEOI/SOQ. Only the
execution of a written contract agreement following a formal tendering process will
obligate the City in accordance with the terms and conditions of any agreement.
It is anticipated that only pre-qualified general contractors will be permitted to submit
tenders for the synthetic turf removal & replacement – Newton Athletic Park Field 4.
However, the City also reserves the right to permit any contractor to provide a tender
and award any work described in this document through other means. Solicitation
packages are anticipated to be issued in early July, 2011.
To ensure adequate competition the City reserves the right to reissue this prequalification to additional contractors as needed.
1.2
Definitions
In this RFEOI/SOQ the following definitions shall apply:
(a)
“City” means the City of Surrey;
(b)
“City Representative” has the meaning set out in Section 2.7 hereof;
(c)
“City Website” means www.surrey.ca;
(d)
“Closing Time” has the meaning set out in Section 2.1;
(e)
“Evaluation Team” means the team appointed by the City;
(f)
“Information Meeting” has the meaning set out in Section 2.2;
(g)
“Preferred Respondent(s)” means the Respondent(s) selected by the
Evaluation Team;
(h)
“Respondent” means an entity that submits a Submission
(i)
“Submission” means a submission submitted in response to this RFEOI/SOQ;
(j)
“RFEOI/SOQ” means Request for Expressions of Interest and Statements of
Qualifications; and,
(k)
“Services” has the meaning set out in Schedule A.

1.3
Description of Construction Contracts
Once pre-qualified, successful contractors shall be invited to submit bids through the
City’s ITT process.
(a)
The tenders will be issued for a minimum two weeks.
(b)
The requirement for a 10% bid bond is anticipated.
(c)
The schedules for the construction and scope of work are provided in Schedule
A.
(d)
The form of the contract for the project will be the Master Municipal Construction
Documents (MMCD – January 1996 (Rev. April 2000) Agreement (Gold Edition),
modified by the City’s supplemental general conditions, supplementary
specifications and supplementary standard drawings (as applicable) and other
requirements of the City.
(e)
The general contractors will have full control and responsibility for the
construction site during the construction periods for all the work.
2.

2.3
Receipt of Submissions
The City expressly reserves the right to waive formalities or to reject any or all
Submissions or to accept a Submission either in whole, or in part, which is deemed most
favourable to the interests of the City.
If a Submission contains a defect or fails in some way to comply with the requirements,
which in the sole discretion of the City is not material, the City may waive the defect and
accept the Submission.
Any response to this RFEIO/SOQ may become part of any contract into which the City
enters with the successful Respondent.
The City is under no obligation to award a contract as a result of this RFEOI/SOQ and
reserves the right to terminate the RFEOI/SOQ process at any time.

2.4
Number of Copies
Faxed or emailed PDF Submissions are permitted, but a Respondent bears all risk that
the City’s equipment functions properly so that the City receives the Submission on time.
If the Respondent prefers to submit a hard copy, the Respondent should submit the
original unbound Submission and 1 copy (2 in total).
2.5
Late Submissions
Submissions received after the Closing Time will not be considered or accepted.
2.6
Amendments to Submissions
Submissions may be revised by written amendment, delivered to the location set out
Section 2.1, at any time before the Closing Time but not after. An amendment must be
signed by an authorized signatory of the Respondent in the same manner as provided in
section 3.3. Fax amendments are permitted, but such fax may show only the change to
the Submission section(s). A Respondent bears all risk that the City’s fax equipment
functions properly so as to facilitate timely delivery of any fax amendment.
2.7
Inquiries
All inquiries related to this RFEOI/SOQ should be directed in writing to the person
named below (the "City Representative"). Information obtained from any person or
source other than the City Representative may not be relied upon.

The City will attempt to respond to all reasonable inquiries but reserves the right not to
respond to inquiries.
Respondents finding discrepancies or omissions in the
RFEOI/SOQ documentation or having doubts as to the meaning or intent of any
provision should immediately notify the City Representative. If the City determines that
an amendment is required to this RFEOI/SOQ, the City Representative will issue an
addendum in accordance with section 2.8. No oral conversation will affect or modify the
terms of this RFEOI/SOQ nor be relied upon by any Respondent.
2.8
Addenda
If the City determines that an amendment is required to this RFEOI/SOQ, the City
Representative will post a written addendum on the City Website that will form part of
this RFEOI/SOQ. No amendment of any kind to the RFEOI/SOQ is effective unless it is
posted in a formal written addendum on the City Website. Upon submitting a
Submission, Respondents will be deemed to have received notice of all addenda that
are posted on the City Website
2.9
Opening of Submissions
The City intends to open Submissions in private but reserves the right to open
Submissions in public at its sole discretion.

2.10
Status Inquiries
All inquiries related to the status of this RFEOI/SOQ, including whether or not a
Respondent has been selected, should be directed to the City Website and not to the
City Representative.
3.
SUBMISSION FORM AND CONTENT
3.1
Package
Submissions should be in a sealed package, marked on the outside with the
Respondent’s name, title of the project and reference number.
3.2
Form of Statements of Qualifications
Interested parties are required to submit the following information which will be used in
the evaluation of prequalification of Respondents.
(a)
A completed Expressions of Interest and Statements of Qualifications statement
in the form attached as Schedule B – including Appendices A through C;
(b)
Submit a copy of your firm’s Health, Safety and Environmental Policy;
(c)
Submit a copy of your firm’s Quality Assurance and Quality Control procedures
and details of recent performance achievement and accreditation awarded;
(d)
Submit copies of current insurance and limits for PL/PD, GL and Automobile;
(e)
Declaration of ability to provide a Performance Bond and Labour and Material
Payment bond and relevant bonding capacity available;
(f)
Provide a current Worksafe BC Clearance Certificate;
(g)
Confirmation of ability to undertake the work commencing and completing in
early fall 2011; and,
(h)
Respondent shall indicate if it is involved in any litigation, or any pending
litigation, of any contractual dispute.
The City reserves the right to request Respondents to submit additional
information as may be required to complete or evaluate the Submissions.
3.3
Signature
The legal name of the person or firm submitting the Submission should be inserted in
Schedule B. The Submission should be signed by a person authorized to sign on
behalf of the Respondent and include the following:
(a)
If the Respondent is a corporation then the full name of the corporation should be
included, together with the names of authorized signatories. The Submission
should be executed by all of the authorized signatories or by one or more of them
provided that a copy of the corporate resolution authorizing those persons to
execute the Submission on behalf of the corporation is submitted;
(b)
If the Respondent is a partnership or joint venture then the name of the
partnership or joint venture and the name of each partner or joint venturer should
be included, and each partner or joint venturer should sign personally (or, if one
or more person(s) have signing authority for the partnership or joint venture, the

partnership or joint venture should provide evidence to the satisfaction of
the City that the person(s) signing have signing authority for the partnership or
joint venture). If a partner or joint venturer is a corporation then such corporation
should sign as indicated in subsection (a) above; or
(c)
If the Respondent is an individual, including a sole proprietorship, the name of
the individual should be included.
4.
EVALUATION AND SELECTION
4.1
Evaluation Team
The evaluation of Submissions will be undertaken on behalf of the City by an Evaluation
Team appointed by the City (the “Evaluation Team”), which may consist of one or more
persons. The Evaluation Team may consult with others including City staff members,
third party consultants and references, as the Evaluation Team may in its discretion
decide is appropriate. The Evaluation Team will give a written recommendation for the
selection of a Preferred Respondent or Preferred Respondents to the City.
The City will make the final decision regarding any Respondent or terminate the
RFEOI/SOQ process at its sole discretion. The City will then advise all Respondents
and the selected Respondent (if one is chosen) in writing of the City's decision.
4.2
Evaluation Criteria
The Evaluation Team will compare and evaluate all Submissions to determine each
Respondent’s strength and ability to provide the Services with the City’s objectives in
order to determine the Submission, or Submissions, which are most advantageous to
the City, using the following criteria:
Criterion 1:
Experience, Reputation and Resources – The Respondent’s experience,
reputation and resources as applicable to the performance of the
Services;
Criterion 2:
Background and Experience of all key personnel proposed;
Criterion 3:
Principal projects completed in the past five years;
Criterion 4:
Similar or related projects completed;
Criterion 5:
Suitability of synthetic turf product line;
Criterion 6:
Major projects underway as of the date of submission; and
Criterion 7:
Compliance with the City’s desired minimum qualification requirements as
outlined in Schedule A – Services (Item 4).
Refer to Schedule A – Scope of Services for the additional minimum qualifications and
other requirements desired by the City for both the Respondent and the Respondent’s
proposed key administrative/operational personnel.
The Evaluation Team may apply the evaluation criteria on a comparative basis,
evaluating the Submissions by comparing one Respondent’s Submission to another
Respondent’s Submission. Specific weightings are not assigned to the individual
evaluation criteria. All criteria considered will be applied evenly and fairly to all
Submissions.

4.3
Litigation
In addition to any other provision of this RFEOI/SOQ, the City may, in its absolute
discretion, reject a Submission if the Respondent, or any officer or director of the
Respondent submitting the Submission, is or has been engaged directly or indirectly in a
legal action against the City, its elected or appointed officers, representatives or
employees in relation to any matter.
In determining whether or not to reject a Submission under this section, the City will
consider whether the litigation is likely to affect the Respondent’s ability to work with the
City, its consultants and representatives and whether the City’s experience with the
Respondent indicates that there is a risk the City will incur increased staff and legal
costs in the administration of the Contract if it is awarded to the Respondent.
4.4
Additional Information
The Evaluation Team may, at its discretion, request clarifications or additional
information from a Respondent with respect to any RFEOI/SOQ, and the Evaluation
Team may make such requests to all Respondents or only to selected Respondents.
The Evaluation Team may consider such clarifications or additional information in
evaluating a Submission.
4.5
Interviews
The Evaluation Team may, at its discretion, invite some of all of the Respondents to
appear before the Evaluation Team to provide clarifications of their Submissions. In
such event, the Evaluation Team will be entitled to consider the answers received in
evaluating Submissions.
5.
GENERAL CONDITIONS
5.1
No Obligation
This RFEOI/SOQ is not a tender and does not commit the City in any way to pre-qualify
a Preferred Respondent(s), or to proceed to negotiations for an agreement, or to award
any agreement, and the City reserves the complete right to at any time reject all
Submissions, and to terminate this RFEOI/SOQ process.
5.2
Respondent's Expenses
Respondents are solely responsible for their own expenses in preparing, and submitting
a Submission, and for any meetings, negotiations or discussions with the City or its
representatives and consultants, relating to or arising from this RFEOI/SOQ.
5.3
No Claims
The City and its representatives, agents, consultants and advisors will not be liable to
any Respondent for any claims, whether for costs, expenses, losses or damages, or loss
of anticipated profits, or for any other matter whatsoever, incurred by the Respondent in
preparing and submitting a Submission, or participating in subsequent proposal
requests, negotiations for an agreement, or other activity related to or arising out of this
RFEOI/SOQ, including in the event the City accepts a non compliant Submission or
otherwise breaches the terms of this RFEOI/SOQ.

5.4
Conflict of Interest
Respondents should disclose any potential conflicts of interest and existing business
relationships they may have with the City, its elected or appointed officials or employees.
The City may reject a Submission from any Respondent that the City judges would be in
a conflict of interest if the Respondent is awarded a contract. The City may rely on such
disclosure.
5.5
Solicitation of Council Members and City Staff
Respondents and their agents will not contact any member of the Surrey City Council or
City staff with respect to this RFEOI/SOQ, other than the City Representative named in
section 2.7, at any time prior to the award of an agreement or the termination of this
RFEOI/SOQ, and the City may, at its discretion, reject the Submission of any
Respondent that make any such contact.
5.6
Confidentiality
All Submissions become the property of the City and will not be returned to the
Respondent. All Submissions will be held in confidence by the City unless otherwise
required by law. Respondents should be aware the City is a "public body" defined by
and subject to the Freedom of Information and Protection of Privacy Act of British
Columbia.

SCHEDULE A - SERVICES
Synthetic Turf Removal & Replacement – Newton Athletic Park Field 4
1.
PROJECT BACKGROUND & OVERVIEW
Newton Athletic Park (NAP) is a multi-field athletic facility located at 7400 128 Street in
Surrey, BC. The park is home to numerous natural grass field as well as three synthetic
turf fields (namely NAP 1, 3 and 4). The first synthetic field at the athletic park, NAP 4,
was completed in 2003 utilizing an all rubber polypropylene infilled synthetic turf supplied
by Sprinturf.
The synthetic turf at NAP 4 has reached the end of its service life and funding has been
approved for the turf removal and replacement. This purpose of this RFEOI/SOQ is to
short-list companies who will be invited to submit tenders for the turf removal and
replacement work.
2.
PROJECT SCOPE
The proposed scope of work includes the following:
1.
The existing synthetic turf is to be removed from NAP 4 and transported offsite for
recycling.
2.
The upstream ends (currently capped, about 550 mm deep) of two randomly
selected perforated field drainage lines are to be excavated, flushed and video
inspected. If the drain lines are found to be plugged, the remaining drain lines will
require exposure and flushing.
3.
The underlying permeable aggregate field base is to be inspected, cleaned of all
debris/foreign material and then tested for compaction, planarity and permeability.
Removal of existing base material and/or additional permeable aggregate may be
required, subject to the outcome of the inspection and testing. Note that the City is
not experiencing any drainage or planarity problems with the existing field surface.
4.
The removed synthetic turf is to be recycled at an approved recycling facility or reused in an approved non-sport manner. Disposal at a landfill will not be permitted.
The City will re-use the existing crumb rubber infill material on site at one of the
natural grass fields at the athletic park.
5.
The replacement turf component of the project includes the design, manufacture
and installation of a new synthetic turf surface (approx. 8,000 sq.m) to
accommodate in the order of 3,000 hours of organized sport related use per year.
The surfacing shall be a vertically draining, non-directional, tufted infilled synthetic
turf system. The City’s preference is for synthetic surfacing system that incorporates
a minimum 60 mm (2.36 inches) high grass fibre and a crumb rubber/sand blend
infill. In addition, the synthetic turf system supplied shall be designed to meet
performance testing requirements equivalent to a FIFA One Star rating. Note that
FIFA One Star certification will not be mandatory.

6.
The work will include preparation of shop drawings showing roll layout, seaming
details and location of all factory-installed and inlaid field lines, pre-delivery testing,
onsite testing and related quality control work.
7.
The synthetic turf system is to carry a minimum eight (8) year non-prorated, full
replacement warranty in accordance with the warranty conditions specified by the
City in the tender for the project. The turf warranty must be jointly signed by the
synthetic turf manufacturer and the company contracting with the City for the project
(if the contractor is not the turf manufacturer).
The perimeter concrete turf edge anchor, fencing, wet-down sprinklers, lighting and
other existing civil work are all in good condition and are not being replaced at this time.

The above schedule is subject to change at the sole and absolute discretion of the City
based on the actual timelines of preceding activities.

Respondents and their agents will not contact any member of the City Council or City
staff with respect to this RFEOI/SOQ, other than the City Representative named in
section 2.7, at any time prior to the award of an agreement or the cancellation of this
RFEOI/SOQ.
ADDITIONAL MINIMUM QUALIFICATION REQUIREMENTS
In addition to the general experience and qualification requirements outlined in section
4.2 of this RFEOI/SOQ, Respondents should provide the following information with
respect to the performance, experience and qualifications corporate of their company
and key administrative/operational personnel. The details of the additional information
along with the City’s corresponding minimum desired expectations are outlined below.
a)
Company’s History and History Relating to Synthetic Fields
The Respondent shall have successfully installed synthetic turf surfacing on at
least 10 full size outdoor sports fields. Provide the details of at least ten past
successful installations on the pages provided with Appendix A, attaching
additional sheets as necessary. Particular emphasis should be placed on recent
infilled synthetic turf installations.
The Respondent should have experience with the removal of infilled synthetic turf
surfacing. Provide the details of all past projects involving the removal of infilled
synthetic turf including a description of how the turf was disposed of.

b)
Company’s Service Response Time
Provide details of the Respondent’s target response time for follow-up service
calls including the location of the nearest service centre. Preference will be given
to those companies able to respond within 24 hours to field service requests.
Indicate whether the City would incur travel expenses for out-of-warranty service
requests.
c)
Installation Crew’s Superintendent’s Qualifications
The Crew Superintendent shall have a minimum of 8 years of relevant infilled
synthetic turf experience. Within this experience, the Crew Superintendent shall
have experience with the removal of infilled synthetic turf surfacing.
Provide a resume for the proposed Crew Superintendent giving details on
qualifications and experience relating to the installation of synthetic turf fields
including descriptions of the types of synthetic turfs installed. Provide at least
three recent references for the Crew Superintendent’s installations with contact
information for the Owner including telephone number.
d)
Installation Team Members Qualifications
The proposed installation crew shall have at least two team members (in addition
to the superintendent) with infilled synthetic turf installation experience. Provide
a resume for each additional member of the installation team indicating the
number of fields installed, and number of years experience with synthetic turf.
Preference will be given to those respondents with experienced team crew
members.
