UNIVERSITY OF WISCONSIN-EAU CLAIRE
STUDENT SENATE RESOLUTION
IN OPPOSITION TO THE “CAMPUS CARRY ACT”
WHEREAS, the United States has seen an increase in the number

of shootings on college campuses in the last decade; and
WHEREAS,
3
the
Campus
Carry
Act
was
circulated
by
4
Representative Jesse Kremer and Senator Devin LeMahieu on October
5
12, 2015 to begin finding co-sponsors; and
WHEREAS,
6
this
bill
would
allow
students,
faculty
and
7
community members who have a concealed carry permit to enter UW
8
System campus buildings with a weapon on them; and
WHEREAS, the top priority of our campus is student safety;
9

and
11
WHEREAS, the UW-Eau Claire Police work tirelessly to ensure
12
our emergency preparedness system is ready in case it is needed;
13
and
14
WHEREAS, the increase of guns on campus could interfere with
15
UW-Eau Claire Police response in an active shooter situation; and
16
WHEREAS, this bill takes away the ability of individual
17
universities in the UW System to create a policy that is best
18
suited for their campus; and
19
WHEREAS,
suicide
contributes
to
60%
of
all
gun
related
20
fatalities according to research done by the Centers for Disease
21
Control; and
22
WHEREAS, the incidence of suicidal death could increase with
23
the implementation of the campus concealed carry law as easy access
24
to firearms becomes more prevalent on campus and in residence
25
halls; and
26
WHEREAS, a study conducted by Stanford Law Professor John
27
Donohue stated concealed carry laws are associated with an 8%
28
increase in aggravated assault; and
29
30
WHEREAS, a preliminary search did not yield any supporters of
this bill; and
31
WHEREAS, UW System Chancellors, UW Police departments, UW
32
System President Ray Cross, and many UW System students have
33
already spoken out against the bill; and
34
35
WHEREAS, these are the people who would be directly impacted
by the bill;
36
BE IT THEREFORE RESOLVED that the University of Wisconsin-
37
Eau Claire Student Senate is in opposition to the Campus Carry
38
Act; and
39
BE IT FURTHER RESOLVED that Student Senate plans to work with
40
the UW-Eau Claire Police and other campus leaders to ensure student
41
safety continues to be a top priority on our campus; and
42
BE
IT
FURTHER
RESOLVED
that
the
Student
Senate
will
43
continually contact legislators to urge opposition to this bill
44
and encourage its co-authors to withdraw it from consideration;
45
and
46
BE IT FINALLY RESOLVED that upon passage a copy of this
47
resolution be sent to Dr. James Schmidt, Chancellor; Dr. Patricia
