Course Description:
This course analyzes in-depth three interrelated debates on European integration with their
theoretical and policy implications. We begin with an interrogation of the ‘democratic deficit’
problem of the European Union. What standards of democracy should be applicable to the
Union? How can the Union institutions and governance structure be further democratized?
Secondly, building on the argument that a functioning democracy requires citizens that
identify with European institutions, we investigate the debates on the construction of a
European identity. How can the peoples of Europe identify more strongly with the European
Union and its institutions? What can the European Union do in the construction of an identity
as such? And finally, we turn to the discussion of the European Union on the world stage. We
analyze the intricate relationship between identity and foreign policy. How and in what ways
does the European Union impact world politics? How can it be more effective?

Course Requirements:
Students are expected to closely read the assigned texts and actively participate in all class
sessions. Students will also be asked to write a 15 page research paper, adhering to the
timeline detailed below. Course grades will be determined on the following basis:

Research Paper and Timeline:
Students will decide on their topics in consultation with the instructor. Students who decide to
change their topics after the deadline lose 10% of the paper grade. Although optional, it is
strongly advised that students submit a first draft of the paper and receive instructor
comments adhering to the timeline below. For those students who submit a first draft, the
deadlines and points are listed below. All papers are due on Jan 9th, 5:00 PM. The paper grade
will be reduced by 10% for each day after the deadline.
