We begin with an interrogation of the ‘democratic deficit’ problem of the European Union. What standards of democracy should be applicable to the Union? How can the Union institutions and governance structure be further democratized? Secondly, we investigate the debates on the construction of a European identity. How can the peoples of Europe identify more strongly with the European Union and its institutions? What can the European Union do in the construction of an identity as such? And finally, we turn to the discussion of the European Union on the world stage. How and in what ways does the European Union impact world politics? How can it be more effective?
