POLICING UPDATE
Inspector A. Smith, Greater Manchester Police, reported on the introduction of
Briefing Sessions which would take place prior to all future meetings of this
Committee.
He indicated that these sessions would provide an opportunity for (a)
all members of the committee to provide details of any issues which were
causing concern within the Neighbourhood Management area, and
(b)
the GMP to provide details of work which they were undertaking within the
area.
RESOLVED: THAT the matter be noted.

(a)
Houses In Multiple Occupation
(Previous Minute 34 - 11th September, 2007)
RESOLVED: THAT a letter be sent to the Strategic Director of Housing and
Planning requesting that an update be submitted at the next meeting of this
Committee in respect of the issues raised at the meeting of this Committee
held on 11th September, 2007.
(b)
Urban Regeneration Company (URC) Schemes
(Previous Minute 37(a) - 11th September, 2007)
M. Walbank submitted a report providing details of (i)
the funding made available by Central Salford Urban Regeneration
Company (URC) to undertake Neighbourhood Environmental
Improvements within the area;
(ii)
the prioritisation process which had been previously undertaken to
determine the programme of work for the schemes;
(iii)
other schemes which could be undertaken subject to the availability of
funding.
Discussion took place in respect of a number of issues, including 
Concerns relating to the initial decision-making process and the scope
of the project at Hope Village Shops;

Clarification of the initial decision relating to the project at Hope Village
Shops;

The cost of the proposed master planning exercise which was
proposed to be undertaken by Urban Vision;

The need to prioritise and spend the initial funding allocation before the
end of the 2007 / 2008 financial year
RESOLVED: (1) THAT the decision of this Committee to request work at the
Hope Village Shops be further clarified to specify (a) work on the South Side
of Eccles Old Road (as detailed in a Groundwork project brief provided), and
(b) the development of a master plan for the Hope Village area.
(2) THAT the work at the Hope Village Shops on the South Side
of Eccles Old Road be undertaken with the condition that the shop owners be
requested to undertake remedial work at the rear of their properties.

(3) THAT the following schemes, listed in priority order, be
undertaken subject to funding remaining following the completion of work
referred to in (1) above, being completed (i)

Work at the Hope Village Shops on the North Side of Eccles Old Road
Devolved Highways Budget Schemes
(Previous Minute 37(b) - 11th September, 2007)
M. Walbank reported that work had commenced on the three priority schemes
in respect of the Devolved Highways Budget.
Discussion took place regarding the detail of the schemes.
RESOLVED: (1) THAT the report be noted.
(2) THAT an update report be submitted at the next meeting of
this Committee providing specific details of each of the schemes.
(d)
Lightoaks Park Issues
(Previous Minute 40(a) - 11th September, 2007)
RESOLVED: THAT a letter be sent to the Strategic Director of Environment
requesting an update report in respect of the issues raised at the meeting of
this Committee held on 11th September, 2007.

Weaste Lane Regeneration
(Previous Minute 41(g) - 11th September, 2007)
A. Westwood undertook to contact B. Osborne, Head of Housing, to establish
a timetable for the completion of the facelift work for the houses on Weaste
Lane which had not yet been completed.
RESOLVED: THAT an update report be submitted at the next meeting of this
Committee.

Alleygating
(Previous Minute 41(a) - 11th September, 2007)
A. Westwood reported that he had spoken with M. Sykes, Strategic Director of
Housing and Planning regarding the differing advice provided by officers within
his directorate relating to Alleygating and that the matter was being
addressed.

NEIGHBOURHOOD PLAN - UPDATE
Councillor Heywood reported that the next meeting of the Neighbourhood Planning
Group was scheduled to be held on Thursday, 11th October, 2007.
RESOLVED: THAT an update report on the Neighbourhood Planning process be
included on the Agenda for the next meeting of this Committee.

Consideration was given to a number of issues in respect of Hope Hospital,
including –
(i)
a request that members of the local community take the opportunity to
become members of the Foundation Trust.
(ii)
Details of the 125th Anniversary of the founding of Hope Hospital
(Friday, 19th October)
(iii)
an update report in respect of the Maternity Unit at Hope Hospital.
(iv)
the renaming of Hope Hospital to Salford Royal Hospital.
RESOLVED: THAT the report be noted.
52.
PARTICIPATORY BUDGETING
M. Walbank submitted a report requesting volunteers to become members of
Participatory Budget Planning Group.
RESOLVED: THAT a group, comprising Councillor Heywood, J. Collins and M.
McDonnell, be established to undertake the planning of the Participatory Budgeting
Event in May, 2008.

RAIL STATIONS PROPOSALS AND PROGRESS
Consideration was given to a report of the Strategic Director of Housing and Planning
which provided details of (a) proposals for, and (b) progress in respect of, the
development of Rail Stations within the city.
RESOLVED: THAT the report be noted.
55.
SUPPLEMENTARY PLANNING DOCUMENT - DESIGN (GUIDANCE)
M. Walbank submitted a report providing details of the public consultation currently
being undertaken in respect of the Draft Supplementary Planning Document Design.
He indicated that the document was currently available in public libraries and that the
closing date for the consultation period was 25th October, 2007.
RESOLVED: THAT the report be noted.
56.
REVIEW OF POLLING STATIONS
A report was submitted listing the venues in the Claremont and Weaste and Seedley
wards which had been used as polling stations in the 2007 local elections and asking
Members to consider their suitability, offer alternatives, indicate any of the stations
which might be closed or specify areas where additional stations might be sited.

Weaste and Seedley (Polling Districts TA - TI)
TD - The head teacher of Hope High School offered the use of his building as an
alternative owing to the proposals for the closure of Tootal Drive Primary School
TC - Members requested that work be undertaken to establish whether a building
within the area could be used rather than a temporary building.
(Members gave the example of the BASIC Charity based at the former Community
Centre on Canterbury Gardens)
RESOLVED: THAT the Principal Electoral Services Officer be provided with details of
the comments of this Committee in respect of the polling stations within the area.

ANY OTHER BUSINESS
(a)
Sports Activities Lightoaks Park Summer 2007
T. Curran, Salford Community Leisure, provided details of the report which
had been produced evaluating the sports activities which had been provided
by Salford Community Leisure during Summer 2007.
It was noted that the events had been a great success.
(b)
Salford Food and Drink Festival
V. Ivison provided details of the events which had been organised to celebrate
the Salford Food and Drink Festival which was being held between 3rd and
14th October, 2007.
(c)
Community Tea
K. Fairhurst provided details of the next Community Tea which was scheduled
to be held at Height Youth Centre on Tuesday, 16th October, 2007, between
6.00 p.m. and 8.00 p.m.
