The Local Flood Risk Management Strategy is required under the Flood and Water Management Act 2010. It brings together information
on flood risk in Salford and the councils aims and objectives for managing flood risk. It is supported by an Action Plan which lists
measures that the city council and other agencies will take to manage flood risk in Salford.
This will be the first such strategy for Salford. Some of the measures in the action plan have been ongoing for a number of years and
some of the measures are new, but this is the first time that they have been brought together in one local document. As well as the
measures that are currently set out in the action plan, the strategy will set a framework for future flood risk management in Salford and
will help to support bids for external funding from outside bodies such as the Environment Agency.
The Local Flood Risk Management Strategy sets out a number of objectives for flood risk management strategy in Salford which support
the following 4 aims:
 We will aim to improve knowledge of when and where it will flood and the roles of different agencies, amongst all relevant
agencies and the wider community
 We will aim to minimise the impacts of flooding, in terms of both financial cost and disruption, recognising that flooding is a
natural event that will occur despite all efforts to prevent it.
 We will aim to achieve environmental, social and economic benefits from flood risk management, consistent with the
principles of sustainable development and taking into account the impact of climate change.
 We will aim to ensure that when the worst happens residents are rescued and cared for appropriately and that Salford is a
resilient city which can recover quickly from flood events.

The draft Local Flood Risk Management Strategy together with supporting documents will be the subject of a 6 week public consultation.
The document will be available online through the council’s website and there will be some publicity to make people aware of the

number of stakeholders will be contacted directly even if they are not currently on the consultation database. This relates to those
agencies which have a direct interest in flood risk management in Salford or adjoining authorities.

on a low income, and therefore work to mitigate flood risk – particularly the
proposed flood storage basin at Castle Irwell – will particularly benefit those
communities. Other measures, such as work to increase the take up of flood
insurance, are also likely to particularly benefit people on low incomes as those are
the groups most likely to not have insurance at present.

The city council is preparing a Local Flood Risk Management Strategy in order to meet the requirements of the Flood and Water
Management Act 2010. The strategy will guide decisions on local flood risk management in Salford.
How did you approach the CIA and what did you find?
There are some groups (for example the elderly, the disabled, those on low incomes and those living in caravans) who are particularly
vulnerable if a flood happens. These groups will therefore particularly benefit from the Local Flood Risk Management Strategy which
