(Indicate with an “x” which applies):A decision to review or change a service A strategy A policy or procedure A function, service or project X Are you impact assessing something that is?:New Existing Being reviewed Being reviewed as a result of budget constraints X 1 Describe the area you are impact assessing and, where appropriate, the changes you are proposing? The Local Flood Risk Management Strategy is required under the Flood and Water Management Act 2010. It brings together information on flood risk in Salford and the councils aims and objectives for managing flood risk. It is supported by an Action Plan which lists measures that the city council and other agencies will take to manage flood risk in Salford. This will be the first such strategy for Salford. Some of the measures in the action plan have been ongoing for a number of years and some of the measures are new, but this is the first time that they have been brought together in one local document. As well as the measures that are currently set out in the action plan, the strategy will set a framework for future flood risk management in Salford and will help to support bids for external funding from outside bodies such as the Environment Agency. The Local Flood Risk Management Strategy sets out a number of objectives for flood risk management strategy in Salford which support the following 4 aims: We will aim to improve knowledge of when and where it will flood and the roles of different agencies, amongst all relevant agencies and the wider community We will aim to minimise the impacts of flooding, in terms of both financial cost and disruption, recognising that flooding is a natural event that will occur despite all efforts to prevent it. We will aim to achieve environmental, social and economic benefits from flood risk management, consistent with the principles of sustainable development and taking into account the impact of climate change. We will aim to ensure that when the worst happens residents are rescued and cared for appropriately and that Salford is a resilient city which can recover quickly from flood events. 2 Section B – Is a Community Impact Assessment required (Screening)? Consider what you are impact assessing and mark “x” for all the statement(s) below which apply Service or policy that people use or which apply to people (this could include staff) Discretion is exercised or there is potential for people to experience different outcomes. For example, X planning applications and whether applications are approved or not Concerns at local, regional or national level of discrimination/inequalities Major change, such as closure, reduction, removal or transfer Community, regeneration and planning strategies, organisational or directorate partnership X strategies/plans Employment policy – where discretion is not exercised Employment policy – where discretion is exercised. For example, recruitment or disciplinary process If none of the areas above apply to your proposals, you will not be required to undertake a full CIA. Please summarise below why a full CIA is not required and send this form to your directorate equality link officer. If you have identified one or more of the above areas, you should conduct a full CIA and complete this form. n/a Equality Areas Indicate with an “x” which equality areas are likely to be affected, positively or negatively, by the proposals Age X Religion and/or belief Disability X Sexual Identity Gender (including pregnancy and maternity and marriage and civil partnership) People on a low income (socio-economic inequality) X Gender reassignment Race Other (gypsies and travellers) X If any of the equality areas above have been identified as being likely to be affected by the proposals, you will be required to undertake a CIA. You will need only to consider those areas which you have indicated are likely to be affected by the proposals 3 Section C – Monitoring information C1 Do you currently monitor by the following protected characteristics or equality areas? Section C (continued) – Consultation C2 Are you intending to carry out consultation on your proposals? Yes If “yes”, please give details of your consultation exercise and results below The draft Local Flood Risk Management Strategy together with supporting documents will be the subject of a 6 week public consultation. The document will be available online through the council’s website and there will be some publicity to make people aware of the consultation. Relevant contacts within the planning consultation database will be contacted directly to let them know about the consultation. A small number of stakeholders will be contacted directly even if they are not currently on the consultation database. This relates to those agencies which have a direct interest in flood risk management in Salford or adjoining authorities. Section C (continued) – Analysis 5 C3 What information has been analysed to inform the content of this CIA? What were the findings? Please include details of, for example, service or employee monitoring information, consultation findings, any national or local research, customer feedback, inspection reports, and any other information which will inform your CIA. Information from the Strategic Environmental Assessment (SEA) of the Local Flood Risk Management Strategy has been used to inform this CIA. One of the objectives against which the Local Flood Risk Management Strategy was assessed as part of the SEA was “Minimise economic and social exclusion for all” and therefore the issues covered by the CIA have largely already been assessed in the SEA. Please specify whether this was existing information or was obtained specifically in relation to this equality analysis and CIA process Section D – Potential impacts and how these will be addressed Could your proposals have a differential impact relating to age equality Will people within certain age ranges not be getting the outcome they need? If you are unable to eliminate, reduce or mitigate negative impacts, are your proposals potentially discriminatory on the grounds of socio economic inequality? Yes (Y) No (N) Explain impact(s) and what evidence or data exists to support your analysis? N Some of the worst flood risk in Salford is in areas where much of the population is on a low income, and therefore work to mitigate flood risk – particularly the proposed flood storage basin at Castle Irwell – will particularly benefit those communities. Other measures, such as work to increase the take up of flood insurance, are also likely to particularly benefit people on low incomes as those are the groups most likely to not have insurance at present. 13 Y Some of the worst flood risk in Salford is in areas where much of the population is on a low income, and therefore work to mitigate flood risk – particularly the proposed flood storage basin at Castle Irwell – will benefit those communities. Other measures, such as work to increase the take up of flood insurance, are also likely to particularly benefit people on low incomes as those are the groups most likely to not have insurance at present. By setting out criteria which will help to guide investment decisions and responses to flood incidents, the Local Flood Risk Management Strategy will reduce the risk of perceived unfairness in the distribution of funding for flood defences and in the response to flooding incidents. N Those dwelling in caravans rather than bricks and mortar houses are more at risk in the event of a flood. Therefore, the gypsy and traveller communities are potentially at a greater risk. However, as the Local Flood Risk Management Strategy seeks to reduce the risk of flooding this should have a positive impact on these groups. In particular, residents of the travelling showpeople’s site at Fairways (which is known to be in an area of high flood risk) should benefit from measures such as the additional flood storage basin. 14 people within any other groups? Please enter the date your CIA will be reviewed - June 2017 You should review progress on your CIA action plan annually. 16 Section F – Summary of your CIA As your CIA will be published on the council’s website and accessible to the general public, a summary of your CIA is required. Please provide a summary of your CIA in the box below. Summary of Community Impact Assessment Brief summary of proposal or what you are impact assessing The city council is preparing a Local Flood Risk Management Strategy in order to meet the requirements of the Flood and Water Management Act 2010. The strategy will guide decisions on local flood risk management in Salford. How did you approach the CIA and what did you find? There are some groups (for example the elderly, the disabled, those on low incomes and those living in caravans) who are particularly vulnerable if a flood happens. These groups will therefore particularly benefit from the Local Flood Risk Management Strategy which seeks to reduce the probability and consequences of flooding. There are no negative impacts on other groups and no negative impacts on community cohesion. What are the main areas requiring further attention? n/a Summary of recommendations for improvement n/a 17 Section G – Next Steps Quality Assurance When you have completed your CIA, you should send it to your directorate Equality Link Officer who will arrange for it to be quality assured. Your CIA will be returned to you if further work is required. It is important that your CIA is robust and of good quality as it may be challenged “Sign off” within your directorate Your directorate Equality Link Officer will then arrange for your CIA to be “signed off” within your directorate (see below). Your directorate Equality Lead Officer or other senior manager within your directorate should “sign off” your CIA (below). Name Signature Date Senior Manager Lead CIA Officer Publishing When your CIA has been signed off within your directorate, your directorate Equality Link Officer will send it to Elaine Barber in the Equalities and Cohesion Team for publishing on the council’s website. Monitoring Your directorate Equality Link Officer will also send your CIA to your directorate Performance Officer where the actions identified within your CIA will be entered into Covalent, the council’s performance management monitoring software so that progress can be monitored as appropriate. 18
