PURPOSE: To provide highly responsible and professional administration in the operation of
institutional personnel services and functions. Responsible for supervision and directing major
phases of work in the department, specializing in such areas as employee grievance,
employment, benefits, and federal and state employee record audits.
DUTIES AND RESPONSIBILITIES: Usually responsible for one or two areas of the department
such as employment, benefits, training, wage and salary, job evaluation. Interviews applicants
for employment and refers qualified candidates to departments for placement. Administers signup procedures and orientation. Audits personnel transactions forms and maintains records
system. Coordinated and maintains the employee benefit program. Counsels employees
regarding insurance and retirement plans. Participates in wage and salary surveys. Assists in the
conducting of job audits and writing of job descriptions. Answers and clarifies personnel policy
and procedure questions for departments and employees. Helps maintain the Equal Employment
Policy of the Institution in all aspects of personnel management. Performs related duties as
required.Keeps personnel statistics, conducts salary surveys and assists in the preparation of
periodic surveys and reports.
REPORTING RELATIONSHIPS:
REPORTS TO: General review of work performance and results by the Director of
Human Resources and/or Assistant Director of Human Resources.
SUPERVISION: N/A
SUPERVISION-OTHER: May provide general supervision of Human Resource
Specialist I and supportive clerical personnel.
REQUIRED EDUCATION: $education
REQUIRED EDUCATION-OTHER: Bachelor's degree in Human Resources, or a related field,
or equivalent combination of education and related experience.
REQUIRED EXPERIENCE / COMPETENCIES-OTHER:
REQUIRED EXPERIENCES/COMPETENCIES: Three years of experience in Human
Resources.
OTHER REQUIREMENTS: Knowledge of the use of personal computer.Accuracy in
interpretation of administrative policies.Special job requirements or physical location of some
positions allocated to this classification, may render the position security/sensitive, and thereby
subject to the provisions of Section 5 1.215 Texas Education Code.
