Dr. Karl Loewenstein – Faculty Senate President – few years come and introduce self-living in new era as an invited guest, talk about what faculty senate does our job changed when the state statue changed. c. UW Oshkosh Humane Society Club – host events, members volunteer there to help out in the community and the shelter. Recognition of the org fund raise on campus and recognized in the community add a lot to the community here and work with the staff, faculty and all the students here d. Women in Technology on Campus – sub branch on campus of women in technology air support and help women grow in men all aspects of business, third meeting and ten members every Monday in SAGE at 4:30 PM e. Millennials Club – pertains to all of us, grandmother, traveling in Europe over the summer their religion open debate. Circle K, What is the meeting time? Answer: 6:30 PM in Reeve, 219 every Monday. New Business – OSA 15-070 WHEREAS Wisconsin State Statute 36.09(5) gives the responsibility to university student associations to review and offer recommendations for the policies concerning student life, services and interests; and WHEREAS The Oshkosh Student Association adopted OSA 13-030 (in reference to) in academic year 2013-2014, bringing to light the financial situation of the Advance-Titan and providing specific recommendations to address their budgeting practices; and WHEREAS in Fall of 2009 the Advance-Titan had a reserve balance of $26,459.07, and now in Fall of 2015 a negative balance of $75,129.85, resulting in a net difference of $101,588.92 in 6 years; and WHEREAS since Fall of 2009 Dr. Vincent Filak has served as the Faculty Advisor for the Advance-Titan, entrusted with responsibilities that include the oversight of the budget; and WHEREAS the students of the Advance-Titan deserve an advisor with fiscally responsible budgeting practices. THEREFORE BE IT RESOLVED the Oshkosh Student Association encourages the university administration to ask for the resignation of Dr. Filak as Advisor of the Advance Titan, for this would allow the organization to restructure and seek a new direction to establish a stronger organizational and financial future; and BE IT FURTHER RESOLVED the Oshkosh Student Association knows that the resignation relies on Dr. Filak, but encourages the university administration to not renew the advisor contract if Dr. Filak refuses to resign; and BE IT FURTHER RESOLVED the Oshkosh Student Association strongly disapproves of the consideration by the university administration to forgive their debt incurred, for it would set a precedent that the university must continue to follow with all student clubs and organizations; and BE IT FINALLY RESOLVED upon passage of the resolution a copy of resolution shall be transmitted to the following; Dr. Andrew Leavitt, Chancellor, Dr. Lane Earns, Provost and Vice Chancellor, Dr. Petra Roter, Vice Chancellor for Student Affairs, Jean Kwaterski, Assistant to the Vice Chancellor for Student Affairs, Dr. Vince Filak, Advisor- Advance Titan. Tax payers and students have the right to know. Are there other successful funded student newspapers? Yes, Man-eater, why is advisor fund raising why the posts from their advisor if the students and tax payers want this to succeed then new leadership is the start. Ask yourselves: why is readership on a decile, we deserve budget cut 7.3 million if not good fiscal stewards of our money. Year after year this has gone one and something could have been done to stop it before it got to this level. Circle K is the A-T an official student club/org or newspapers. Roter: just as OSA is not a registered student club/org the A-T is not a registered club/org OSA 13-030 REGARDING THE FINANCIAL SITUATION OF THE ADVANCE TITAN WHEREAS Wisconsin State Statute 36.09(5) empowers university student associations with the primary responsibility for the formulation and review of policies concerning student life, services and interests, and WHEREAS the Advance Titan is recognized as the official student newspaper of the University of Wisconsin, Oshkosh (UW-Oshkosh), and WHEREAS the Advance Titan covers and is a part of student life at the University of Wisconsin-Oshkosh (UW-Oshkosh) and has a history of quality journalism, having received Pacemaker Awards from the Associated College Press in 2002 and 2005, and WHEREAS the Advance Titan maintains near independence from UW-Oshkosh, its journalism department, the Oshkosh Student Association (OSA), and UW-Oshkosh Administration, and WHEREAS any entities which receive funding from UW-Oshkosh students retain oversight from student governance bodies or student managed committees, and WHEREAS UW-Oshkosh organizations utilize the Wisconsin Data Mart (WISDM) financial system for accounting and tracking of financial information within the University of Wisconsin System, and WHEREAS the landscape of journalism is continually changing and the Advance Titan has not had a net profit in over five years, and WHEREAS the Advance Titan utilizes WISDM and requests a small portion of its funding from the Student Allocations Committee but is not a recognized student organization and is subject to no financial oversight, and WHEREAS the Advance Titan has demonstrated financial mismanagement resulting in a negative balance of over $80,000 in their WISDM account, which is detrimental to UW-Oshkosh and its students, and WHEREAS a concrete plan of action aimed at achieving a net profit or finding longterm funding for the Advance Titan has not been created and that there is clear need for collaboration in developing an effective solution, and WHEREAS independent student oversight does not intrinsically encroach on journalistic or editorial independence as has been demonstrated by oversight committees and student media boards at many universities, THEREFORE, BE IT RESOLVED that the OSA recognizes the value of a student newspaper in enhancing and reporting on student life and providing practical education and opportunities for students interested in journalism; and BE IT FURTHER RESOLVED that the OSA urges the Advance Titan to take immediate steps to further cut cost, including by considering bi- or tri-weekly instead of weekly publication, decreasing the number of pages per issue, and/or eliminating color printing, and further work to increase revenues in order to prevent any increase in debt; and BE IT FURTHER RESOLVED that the OSA requests the Advance Titan to collaborate with appropriate bodies to develop a financial management and long-term funding solution that, particularly if student funds are utilized, includes independent student oversight, possibly through the creation of a Student Media Board; and BE IT FURTHER RESOLVED that any oversight committee for the Advance Titan will not attempt to influence the content of the Advance Titan and respect editorial independence; and BE IT FURTHER RESOLVED that the OSA calls upon the UW-Oshkosh Administration to prevent further withdrawals from the Advance Titan WISDM account at the end of the regular fall 2014 semester, December 12th, 2014, if appropriate actions have not been taken and a long-term solution has not been proposed by that time; and BE IT FINALLY RESOLVED that a copy of this resolution be delivered to Richard Wells, Chancellor; Petra Roter, Vice Chancellor of Student Affairs; Vince Filak, Faculty Advisor, Advance Titan; Jessica Kuderer, Editor in Chief, Advance Titan; Katie Neumann, Managing Editor, Advance Titan; Sarah Spiegle, Chair, Student Allocations Committee; Zachary Dunton, Chair, Differential Tuition Committee; and Katie Keelan, Chair, Segregated Fees Committee. Parking in the Roundabout on Elwood side of Reeve Memorial Union – asking for 15 min to unload or pick up. Schettle: student complaint two years ago that the area was not marked and so many cars back there unable to get through in case of an emergency. Jordan asked Parking Director and he contacted the city. Parking was banned all together in the back of Reeve, Elwood side and the whole section was painted. Point of Information – the city has intentions to keep that as a non-parking zone, we may be able to talk with the city on making it a little more flexible for loading and unloading. Point of Information – there is unloading/ loading on Elmwood for deliveries students may ask for permission to deliver items to that designated area. Titan Catholic would be nice to have flexibility in the roundabout if waiting for family members to pick you up behind Reeve. b. Concealed Carry – YAL understand that legislator will process this and does not matter what we say. Titan Catholics: may happen regardless of how we feel but glad OSA President has taken a knee jerk reaction stance on this yet. Schettle: Suggest crafting a resolution on the OSA stance and work with legislators on it rather than make a rash, immature decision that does not reflect well upon us. Wildlife conversation club – probably will happen but will we have to accept in the dorm? Answer: Yes if they pass for all buildings, but have to be 21 and take Hunter Safety. STAND: Can’t use Nerf guns as someone might mistake it as a lethal weapon. Last time this happened it was the voices of our campuses that made a difference, so this will make a difference and this is a good conversation, Oshkosh One: incorrect about concealed carry class, took it when 14 and now at 21 concealed carry. TAB: I was a CA second year here and if residents had access to guns it would be a serious issue as CAs are already handling residents with mental health issues and over 21 alcohol is still not supposed to be in halls but as we know it is and if they also have guns this is a very scary thing to me. Titan Catholics, has concerns on having guns on campus violence is able to escalate quickly, I pray about it as some students not make the best decisions in the moment. Carter: talk to students and state senators, UP, I would love to see a shootout instead of a shooting. Do not need large guns, pepper spray is not lethal, and we have the safe walks her on campus, the pepper spray is already allowed on campus. His House: Enrolled in Hunter Safety at 10 or 14 in Minnesota and it is intense training with handguns as well there, college level training, mentioned not having guns in dorms but if girls are working at night and would like to feel safe in the area I live. Sprung: Sensationalized media system, idea behind the bill will not prevent violence from happening here. HOPE: never any reasons that a gun should be brought on university campus no reason except if on the rifle team. YAL: seconds matter in these mass shootings throughout the United States few years ago but it does happen, not prevent one or come to a quicker ending. XIII. XIV.
