Guest Speakers –
a. Dr. Brandon Miller, Associate Vice Chancellor for Enrollment Management
Started at UW Oshkosh the first part of August, dual reporting role to Chancellor, and
Vice Chancellor Student Affairs, Financial Aid and Admissions office under his
supervision, strategic planning more areas help the institution have the good mix of
students. One thing discussed at assembly is that Dr. Miller is the Chair of the Enrollment
Management Team and advise the Chancellor on those issue, Chancellor wanted to
increase summer school enrollment and find out what the barriers are that limit summer
school enrollment, Lodel: one big thing is the lack of employment over the summer, work
study go home and be a lifeguard that pays $15. Parson: Leadership council about a
month anticipated short fall for enrollment and what plans are you going to do to
improved enrollment numbers? Answer: being good stewards of money and go into the
reserves and plan ahead and just a timing situation. Novak: What is your background?
Answer: Undergraduate recruiter Baylor University - graduate School worked in higher
education assistant chief retention officer in Texas Dean of Students. Scheeler: Will you
be working on graduate numbers as well? Answer: Yes, start focus undergrads first
largest revenue through and then start on the graduate. Garduno: Do you have a number
of minorities and students of color that are attending? Answer: Do not have figures on
top of head but the numbers did not raise issues for him, always want to keep the
numbers equal. He has seen an increase in American Indian and Asian American.
Novak: At Assembly spoke about aspect of online classes. Do you plan on more online
classes or more on campus classes? Answer: working with Jenny Watson on the faculty
side of things and look at the pay structure as well. Parson: lovely UW Whitewater
Athletic dept is national championship every year our football team and seems like
strategy is working enrollment peaks when athletics are doing well. Answre: cannot
control the success of an athletic but one advantage is that he will go out on the road with
coaches, as the coaches here maintain the fields, not able to do what they need to do to
recruit, nonresident recruits and have decided to do that again, find success with recruits
for athletics as they will usually bring friends with them to the university. He has an open
door policy would love input from students.

i. President – (Jordan - osapres@uwosh.edu) – Lobby Day went well. Senator Rick Gudex
not a lot of support on the bill for concealed carry. Concealed carry at this moment will
not pass, Platteville running a survey, one as they want surveys not resolution and send
the results to the reps. Higher Ed lower debt creates student, attack symptom and not the
case of it. Only effects interest rates overtime it will cost less they will put forth a few
models they might change and not go in depth, more piece meal. Other priorities –
student ID for voting, responsible action at reps at UW Oshkosh medical safety policy on
our campus intoxicated need an ambulance and underage drinking they will not get a
ticket if helping out someone that is in trouble. Budget is due on Dec 23rd is $267 and
would like to see it $260 at next meeting will go in depth in regard to budget, assembly
and senate every budget not an all or nothing, realistic restraints when voting on that
issue.

Unfinished Business –
OSA 15-072
WHEREAS, University of Wisconsin Oshkosh Student Association is given the task to represent
the interests of the student body;
WHEREAS, the Wisconsin State Legislature is proposing legislation that if passed will allow
concealed carry weapons in public university buildings in Wisconsin, and;
WHEREAS, the University of Wisconsin Oshkosh is devoted to the safety and wellbeing of the
student body, and;
WHEREAS, evidence does not support the idea that legally held firearms within a given area
provide a greater amount of safety, and;
WHEREAS, if enacted, legislation allowing concealed carry in campus buildings would further
compromise student safety and wellbeing;
THEREFORE BE IT RESOLVED, that the University of Wisconsin Oshkosh reject the ability
of any individual to carry concealed firearms, tasers, knives, and club within university
buildings, dormitories, and academic, recreational, and managerial facilities;
BE IT FURTHER RESOLVED, that the University of Wisconsin Oshkosh Student Association
declare their stance that concealed weapons such as firearms, tasers, knives and clubs have no
place in the classroom, are disruptive to the learning environment, and are not conducive to a
safe and productive learning institution;
BE IT FINALLY RESOLVED, upon
passage of the resolution a copy of resolution shall be

WHEREAS Wisconsin State Statute 36.09(5) gives the responsibility to university student
associations to review and offer recommendations for the policies concerning student life,
services and interests; and
WHEREAS The Oshkosh Student Association recognizes that the Basic Meal Plan and the
Deluxe Meal Plan offered by University Dining are not favored by the student body due to the
time restrictions for meal purchases; and
WHEREAS UW Eau Clare and UW La Crosse have unlimited access meal plans which are more
cost effective than the UW Oshkosh’s Basic Meal Plan and Deluxe Meal Plan; and
WHEREAS An unlimited meal plan option would remove the pressure for students to eat more
food in one sitting, resulting in a more healthy campus dining atmosphere.
THEREFORE BE IT RESOLVED that the Oshkosh Student Association encourages the
university administration to develop an unlimited access meal plan option to best address the
needs and wants of the student body; and
BE IT FINALLY RESOLVED upon passage of the resolution a copy of resolution shall be
transmitted to the following; Dr. Petra Roter, Vice Chancellor for Student Affairs, Jean
Kwaterski, Assistant to the Vice Chancellor for Student Affairs, Randy Hedge, Director of

New Business –
OSA 15-075
WHEREAS, Title IX of the Education Amendments of 1972 (20 U.S.C. § 1681(a)) states that
“Schools are required to adopt and publish a grievance procedure outlining the complaint,
investigation, and disciplinary process for addressing sex discrimination, sexual harassment, and
sexual violence occurring within educational programs”;
WHEREAS, the University of Wisconsin Oshkosh has an obligation to provide an easy to
understand and easy to access complaint procedure and resources for victims of sexual
harassment or violence;
THEREFORE BE IT RESOLVED, that the University of Wisconsin create a webpage for
victims of sexual harassment and violence that is easily accessible directly from the University's
homepage; and
BE IT FURTHER RESOLVED, that the creation of this web page will then have a link to the
report form for sexual assault and harassment, will contain reporting information regarding the
university police, will contain a comprehensive list of steps a victim of sexual harassment or
assault can take after the incident, will contain a list of resources available on campus with
accurate contact information for victims, will contain any other educational information
regarding sexual assault and harassment that is deemed to fit; and
BE IT FURTHER RESOLVED, that the webpage will be inclusive to all people, be free from
biases or victim blaming and attempt to help victims in all areas of need regarding the assault
that they have experienced.

sexual assault easier, having accurate resources if you have been sexually assaulted - this is
what you can do.

a new one? Answer: Probably creating a new one bringing them all together in one easy
webpage.

WHEREAS, The University of Wisconsin Oshkosh is an inclusive, open and transformative
learning institution which excels at creating compassion, awareness and advocacy toward the
LGBTQ community of the campus as well as the greater Oshkosh LGBTQ+ community; and
WHEREAS, thousands of students attending University of Wisconsin Oshkosh live in offcampus housing such as houses and apartments surrounding the campus community but also
reside in the greater Oshkosh community;
WHEREAS, City Councilman Ben Stepanek, a Former Senator of Oshkosh Student Association
and current University of Wisconsin Oshkosh senior, is currently working at the city level to end
housing discrimination against members of Oshkosh’s LGBTQ+ community;
WHEREAS, Councilman Stepanek has proposed an ordinance at the city level which includes
“gender identity” and “gender expression” as protected classes of renters who are historically
discriminated against in their pursuit of housing, a fundamental human right;
WHEREAS, passage of this resolution will send a message to the University of Wisconsin
Oshkosh administration, the student body and greater Oshkosh community that we have never,
do not and will never support any form of discrimination against any human being in the city of
Oshkosh in their pursuit of fair housing;
THEREFORE BE IT RESOLVED, that the Oshkosh Student Association work actively with
Councilman Benjamin Stepanek in his efforts to curb discrimination in housing against
individuals of the LGBTQ+ community by facilitating a dialogue between landlords, Student
Legal Services, and students at UW-Oshkosh;
BE IT FURTHER RESOLVED, that the Oshkosh Student Association stand with Councilman
Stepanek in his fight for equity, fairness, and justice in the Oshkosh community's housing sector
in order to better serve the needs of students who may identify as LGBTQ+.

WHEREAS the OSA Senate and Assembly have voted to approve a special constitutional
amendment elect ion to occur during the Fall 2015 semester; and
WHEREAS such an election will fall privy to Article 8 Section 1 on the “Elections Bylaws of
the Oshkosh Student Association,” which states that “Referenda must be held in conjunction
with a regular election”; and
THEREFORE BE IT RESOLVED that the OSA Senate suspends Article 8 Section 1 of the
“Elections Bylaws of the Oshkosh student Association” until the end of the Fall 2015 Semester;
and
THEREFORE BE IT FINALLY RESOLVED that upon the end of the Fall 2015 semester,
Article 8 Section 1 will again be enforced.

XII. Committee Reports –
Parson: Budget model that we choose what impact does that have on the students deadline in
spring recommendations by January 31st for their support or push back and will be taken to
shared governance groups.
Seg Fee committee – super seg fee Saturday Jan 9 all proposals all Dec 23 at noon. Marketing
flyer go to elections went to assembly and Special Election on Dec 1 and Dec 2. Valenta, gender
equity council lots in the last month created signs for gender neutral bathrooms informative
recharged.

Discussion –
a. Differential Tuition (DT) - $200 per student funding student personal student
compact what this money is to be used for mentoring advising emotional support
DT current rSC CS, CAR, Counceling Center, UARC, Schettle: go over the make
up committee nine students, RSC, CAR, UARC, WC, ML, CS, CS, bylaws four
students to be from OSA fair represnation from the student body. Is DT frozen?
Answer: yes frozen along with everything else and subject to the budget cuts and
frozen for five to six years now, 3% escalator had increases to give to those dept
that wanted with tuition prozen and decrease enrollment, had to decrease spending
in the past used to fund to other units, Oshkosh scholar and Undergrate had to go
to others for
b. Advance- Titan: went to A-T, all of them were against the bill that we passed,
feel like we went against what the students want and also had a meeting with
Vince showed how budget and expenses and profit2004 to 2005 until last year
2009 -2010 lots of progress that has been made and most of the students I the
room they felt like the advisor that is knowledgable and learned a lot from here
compared to the last advisor, letter from Andrew Mungerall in favor to keeping
advisor and advisor, not effect us but work on the interest of students. Johnson:

primary revenue sales that they do on their own when they print still spend that

advertisments 7 of the 9 should there have been someone to teach them how to
sell ads but who is held accounabale not trying to shut down and go to Oshkosh
Northern they have been selling, learning experience that we are paying our , that
is a disservice to our students, not impossible there are businesscut down on
printing enough money to over a page and then som, moving orwardworking with
administrationasking for accountability and then backing off, looking forward and
personal . We passed the resolution is there a way to recant a resotuon after it is
passed, hasty action made in the same meetings both bodies to pass a different

Announcements –
a. OSA, your student government, wants to hear your ideas and opinions. If you
have any suggestions or concerns about the campus please attend the meeting on
Wednesday, November 18th at 4 pm in Reeve, Room 213. A representative from
OSA will be there to listen to your ideas and concerns and bring them back to
OSA to discuss. One girl already bring ideas and bring back to body. Johnson –
