Description of Business Environment:
The UK has a requirement for its F-35 aircraft called Freedom of Action (FoA). FoA is
defined as the ability of the UK to generate Air System (AS) capabilities at the time of
the Government’s choosing through the Air System lifecycle. Part of the FoA programme
is a
number of sustainment facilities. These UK facilities comprise the Integrated Training
Centre (ITC), the Maintenance and Finish (M&F) facility and the Logistics Operating
Centre (LOC) all at RAF Marham, Norfolk. All 3 facilities will be new buildings with
construction intended to commence in April 2016 and to be complete by June 2018.
Lockheed Martin UK Aero is the Prime Contractor for the delivery of this capability with
BAE Systems as principle partner responsible for management of the building
construction. LM Aero (US) and LM MST (US) are responsible for delivering and
installing F-35 specific equipment. A small LMUK Aero team will be responsible for the
day-to-day management of the capability project at RAF Marham. In depth support will
be available from elsewhere in LMUK and from the US.
Specific Job Description:
The LM Site PM acts as the focal point for MOD and conducts LM reviews of the LII
Sustainment Facilities activities. Responsible for all aspects of project execution and
team leadership to ensure all customer requirements are met. This position is also
responsible for providing strategic thought leadership in utilising LM and partner
capabilities for the benefit of the customer. The PM provides effective control and
implementation of all activities throughout the LII Sustainment Facilities Project through
the implementation of the PMP. They have full responsibility and accountability for
performance of all requirements of the contract in terms of quality and time, and controls
change to ensure project success. The PM also has responsibility for Stakeholder
Management and integration of lessons learned from product design, operations,
subcontract management, and training. Develops, maintains and manages the Risk
Register containing all risk and opportunities IAW the Risk, Opportunity and Issue
Management Plan. Manager for the LM on-site project team.

 Ability to confidently present materials to peers, customers and senior Lockheed
Martin leadership
 Programme Management experience delivering large scale complex technical
projects
 The ability to adapt behaviours and communication style which is reflective of
different stakeholders and audiences
 Set up, maintaining and reporting of project performance data
 Pro-active with strong self motivation
 Strong presentation skills
 Previous managerial experience
Desirable skills
 Certified or Qualified in Program Management
 Previous construction project experience for MoD
 Risk Management experience
 Experience of military training systems projects

Standard Job Description:
Directs all phases of programs from inception through completion. Responsible for
coordinating subordinate employee recruitment, selection and training, performance
assessment, work assignments, salary, and recognition/disciplinary actions.
Responsible for the cost, schedule and technical performance of company programs or
subsystems of major programs. Participates in the negotiation of contract and contract
changes. Coordinates the preparation of proposals, business plans, proposal work
statements and specifications, operating budgets and financial terms/conditions of
contract. Acts as primary customer contact for program activities, leading program
review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research,
development, integration and test. Develops new business or expands the product line
with the customer. Establishes milestones and monitors adherence to master plans and
schedules, identifies program problems and obtains solutions, such as allocation of
resources or changing contractual specifications. Directs the work of employees
assigned to the program from technical, manufacturing and administrative areas.
Typical Minimum Education & Experience:
Ideally require Bachelors degree from an accredited college and capability typically
achieved through extensive professional experience. Will also consider individuals with
equivalent experience / combined education.
Considered the most senior authority in the discipline.
