2000 Fall IEAA Meeting

September 18, 2000
President Dennis Epplin called the Fall 2000 IEAA meeting to order at 2:30 p.m. at the White
Pines Lodge in Oregon Illinois with the following members, retired members and former members
present: Mike Plumer, Stanley Solomon, Rhonda Ferree, Pete Fandel, Jeff West, Dennis Epplin, Dean
Oswald, Stan Smith, Daniel Jennings, Robert Curry, Jim Schuster, Bill Whiteside, Charlie Willman,
Robert Bellm, Dale Baird, Ron Waldrop, Russ Higgins, John Church, Jim Morrison, Dan Beccue, Bill
Brink, Marion Shier, Wes Winter, Ruth Hambleton, Larry Casey, Robert Harris, Bob Frazee, Joe
Schuamberger, Dennis Thompson, Bob Edgar, Bob Hayward, Gary Bretthauer, Jim Endress, Mike
Roegge, Stan Eden, Mark Hoard, Dennis Bowman, and Paul Wirth.
Dennis Epplin introduced Steve Frank, Bureau Chief, Bureau of Land and Water Resources
from the Illinois Department of Agriculture.
Because of the number of retirees and less tenured members present, introductions were made
to help everyone become better aquatinted.
The minutes of the March 17th meeting were distributed for review. Bob Curry moved and
Mike Plumer seconded the motion to approve the minutes as printed. Motion carried.
The treasurer's report was distributed and reviewed. Bob Bellm moved and Jim Schuster
seconded the motion to approve the treasurer's report. Motion carried. (Treasurer's report attached in
secretary's book).
NACAA Report - No report given because of the inability of either of the North Central Regional
Directors ability to attend.
Standing Committee Reports 
Program Recognition Council - Wes Winters reminded us that the Action, AA, and DSA Award
Applications will be due soon. Please work on award applications for these and other awards as it
is important to identify and congratulate program successes.

Professional Improvement Council - Ruth Hambleton reminded us that several NACAA North
Central Regional vice-chair positions are available, if you are interested in any of these
opportunities, let your interest be know soon. These are subject matter related committees.

Extension Development Council - John Church reviewed the activities and needs within this
council area. John mentioned that this council has several opportunities for "Unit Leaders" and
"Administrative job types". This council deals with structural and administrative types of issues
and concerns.

Life Member Committee - Bob Edgar distributed a list of retirees. Bob has spent lots of time and
effort trying to update and keep the list current. Bob is retiring as the Life Member Chairman and
is passing the torch to Larry Casey. In attempt to take full advantage of the collective knowledge
of persons in attendance, Larry read through the list of Life Members and was successful in
securing additional corrections.
Old Business 
NACAA AM/PIC - meeting in Jackson Mississippi was attended by 38 from Illinois. Stan Eden
was a national finalist in the radio communication category. Marion Shier presented a seminar
titled "Western Corn Rootworm in First Year Corn" as one of the Professional Improvement
Council's educational seminars.

ILJCEP - Dennis Epplin summarized the successes of ILJCEP over the past year. Jim Endress
suggested that since spring meetings are in-service in nature, we should pursue getting them
included as PDO's.

NACAA/IEAA Leadership Opportunities - Jim Morrison discussed and summarized the
NACAA and IEAA committee structure and how the two organization's committees fit together.
Jim desperately needs chair and vice-chair names for each of the committees so that NACAA
knows who and how to communicate with our state committees. Jim secured the necessary names
during the discussion.

IEAA Web Page - Jeff West and Jay Solomon requested that appropriate information continue to
be channeled to them to be included on this page.

Horticulture staff activity/relations -Rhonda Ferree summarized her struggle to convince fellow
horticulture educators of the benefits that they can gain by joining and becoming active IEAA
members. She has talked with several of her horticulture co-workers that feel that IEAA has
nothing to offer them. It was stated that, organizations are what the individuals make them. If no
efforts are put forward, they get nothing in return.
Mike Roegge moved and Bob Bellm seconded the motion to refer to the IEAA board the
possibility to reduce the "first year" IEAA membership dues to the amount that have to be paid to
NACAA. Motion carried.
New Business 
New Member Induction - Stan Eden serving as our Dean (longest tenured active member)
presented several IEAA member candidates for induction. Ron Waldrop moved and Jim Morrison
seconded the motion to approve Joe Schwanberger, Mark Hoard, Russ Higgins, and Dan Beccue as
inductees to IEAA. Motion carried. Stan then officially inducted the above mentioned inductees
in addition to Rhonda Ferree and Jay Solomon who had not officially been inducted in the past.
Dennis Epplin shared with us copies of the original IEAA organizational documents that were filed
with the State of Illinois back in 1916. Nice bit of history.
Jim Endress summarized the history of the IEAA 1991 Funds and how it has been designated
that these funds be used to support future IEAA/NACAA activities. The previously determined
allocations were as follows:
45% Meals at National Meetings (when held in the North Central Region & should
accumulate between times)
20% NACAA Annual Meeting First Timers (help pay to attend 1st NACAA annual mtg)
20% Annual Meeting Award winners & Delegates
10% State Scholarships (should accumulate)
5% Used to support National Officer Campaign of IEAA candidates (should accumulate)
100%
Jim Endress moved and Jim Schuster seconded the motion to amend the IEAA 1991 fund
distribution from 20% to First Timers and 20% to Meeting Award Winners and Delegates to 40% be
distributed to 1st Timers, Award Winners/finalists, Delegates, and invited presenters. Motion carried.
(It was recommended that this newly revised 1991 Fund distribution guideline be added to the
bylaws to allow for easy access and retrieval. Since the 1991 Funds are not currently mentioned in the
bylaws it was not clear if this was the appropriate thing to do or not. The board will discuss this issue
in the future.)
45% - Assist with Meals at NACAA Annual Meetings when held in the NC Region
(this fund should accumulate until used)
40% - NACAA Annual Meeting First Timers, NACAA Award Winners/finalist,
NACAA voting Delegate, and NACAA member invited presenters (individuals will be
awarded one portion of the distribution even if they qualified for more than one of the listed
categories, such as voting delegate and award winner, etc).
10% - State Scholarships (should accumulate) ? ? ?
5%- Used to support National Officer Campaign of IEAA candidates (should accumulate)
100%

ESP Retirement Committee -Bob Harris announced the PDO Retirement Planning Workshop
scheduled in Champaign on November 9th. Following Bob's report, he moved and Stan Eden
seconded the motion that Jim Endress, being a certified financial planner, should serve as the IEAA
representative on the retirement committee. Motion carried with Jim Endress voicing the only
dissenting vote.

Election of Officers - The nominating committee placed into nomination the following persons for
the designated offices.
2nd Vice-President Secretary -
Dennis Bowman and Jeff West
Trent Torrence and Gary Bretthauer
Dennis, Jeff, and Gary gave rousing campaign speeches. (Trent was unable to attend the
meeting because of a schedule conflict.)
Following the campaign speeches, the election was conducted by secret ballot with Dennis
Bowman being elected 2nd Vice-President and Gary Bretthauer being elected Secretary. With these
election results, the 2000-2001 officers are:

Congratulations to our officers and directors.

Advisory Reports Corn Growers - Mike Plumer, Ethanol promotion is still the strong issue in Illinois while the
National Corn Growers has changed to issue based programming. The Illinois Corn Growers web
page has been recognized with some awards.

Soybean Association - Bill Brink - No Report

FBM - Jim Endress - Still doing fine.

Corn Marketing Board - Pete Fandel - Successful Mexico market development trip.

Forage and Grassland Council - Ruth Hambleton informed us that the D.A. Miller scholarship is
nearly fully funded. The Illinois Forage Institute in Northern Illinois this year while the Forage
Expo showcased grazing this year in Southern Illinois.
District Reports Northern District -John Church - The northern district did a great job planning and in executing the
hosting of the 2000 IEAA Fall Meeting. Hats off to the Northern District. Good Job!!!
West Central District - The July golf outing was well attended. It is good to have fun activities in
addition to educational meetings.
East Central District - No report given.
Southern District - No report given.
Officer Reports Secretary - Marion Shier said that he was appreciative of the support he received during his tenure as
secretary. He encouraged everyone to take responsibility to recruit new staff members as well as
twisting the arms to join of longer tenured, non-member staff members. We have had excellent
membership growth the past couple of years, lets continue and improve even more.
Second Vice-President -Jim Morrison - Committee members still needed.
President Elect - Pete Fandel - Pete distributed some NACAA information for everyone to use as
needed to answer questions and assist with identifying the national leadership.
President - Dennis Epplin - Good Year - Get Involved - Learn - It will benefit you as well as others to
get involved and take ownership in your association.
The new officers took over their new leadership roles (in the absence of the official swearing in
ceremony materials).
Jay Solomon moved and Bob Curry seconded the motion to adjourn. Motion carried.
