March 6, 2005 The Joint Implementation Team has been very active over the past months in the clarification and implementation of the new agreement. Following is a brief summary of our progress to date. We are scheduled to meet two to three times a month and will provide additional updates to you as the status of these items changes. Item Status Contract Language The language has been finalized and is being prepared for printing. Website copies of the language should be available soon. We will be able to offer the contract on CD as well as in printed form. Incremental PTO Incremental PTO that has been earned related to part-time staff providing coverage for nurses who are on short-term disability or FMLA will be added to the PTO bank on a monthly basis following each scheduling period. Note that the PTO maximum does not change and PTO cannot be added to your bank if it will cause you to go over the maximum. Nurse Practitioner Salary Setting Methodology Agreement has been reached on a new salary setting methodology effective 2/1/05 which is intended to enhance recruitment and retention. The NP4 wage schedule will begin at step 7. Employees in pay grades N1, N2 and N3 who transfer in to the NP classification will receive a ten per cent increase over base pay plus one additional step for each year of applicable NP experience. New hires will be placed based on a ten per cent increase over the CNI step that is equivalent to their RN experience. Nurses in the NP classification have received step adjustments and retroactive pay as appropriate. Professional Framework A joint team has been convened to meet and identify specific subgroups by 4/1/05. Team members are Stephanie Minerath, Marge Calarco, Katie Oppenheim, Marty Fuhrmann, Juanita Parry, Barb Hensinger , Judy Hallas and Deirdre Baggot. Charge Nurse Education Stephanie Minerath, Marty Fuhrman, Rachel Rush and Katie Oppenheim are working with Educational Services for Nursing to incorporate new contract language into Charge Nurse orientation. Additional work is anticipated to review the Charge Nurse Guidelines and revise the entire workshop. Ambulatory Care Workload Items A joint subgroup is currently working on several items related to this issue. A detailed report will be communication in April. Members are Lisa Sylvest, Wendy Behnke, Kevin Newman, Sue Nehring, Sharon Lanzatta and Candy Laughlin. Monday through Friday Schedule (24/7 units) Monday through Friday guidelines have been developed and communicated. Most 24/7 units have implemented the guidelines with at least one nurse on a Monday – Friday schedule as of 3/13/05. JIT will review status of all 24/7 units in April 2005 for compliance with the guidelines. PTO Access for CSR Nursing Staff Guidelines for accessing CSR nursing staff to cover for unit based nurses seeking incremental PTO for have been endorsed by JIT effective 3/1/05. Workload Review Committee Education Educational programs for new WRC members and chairs are being held this month and include orientation to new contract language as applicable. Accommodation of Restrictions and WorkRelated Injuries & Ergonomic Subgroups JIT leadership is in the process of developing a charge and identifying membership for these subgroups. Holiday Language Clarification Following feedback related to the new holiday language in November and December, JIT has clarified the holiday language. Further details about this will be communicated soon. Neonatal Nurse Practitioner Recruitment Program A subgroup has been identified and will be charged to begin work shortly to develop a recruitment program for Neonatal Nurse Practitioners. Neonatal Nurse Practitioner and Role specific Cardiac Surgery Nurse Practitioner Criteria and salary setting methodology. Criteria for the placement of Nurse Practitioners on the new five-step NP4 wage schedule has been developed and will be included in the contract language.
