If any person contemplating submitting a proposal for the proposed contract is in doubt as to the true meaning of any part
of the specifications, or other proposed contract documents, or finds discrepancies in, or omissions from the
specifications, they are instructed to contact Kim Simonds, Buyer, at (760) 795-6755, to request an interpretation or
correction thereof. The District may require that such request be in writing, in which case the person submitting the
request will be responsible for its prompt delivery. Any interpretation or correction of the proposed documents will be
made by Addendum duly issued by the Buyer, and a copy of such Addendum will be mailed or delivered to each person
receiving a set of such documents. The District will not be responsible for any other explanation or interpretation of the
proposed documents.
Clarifications:
Please note: the following clarifications are due to multiple respondents with the same questions.
1. Page 11, Item 14 has been deleted. These forms will be required during the RFP process. Sample copies of these
forms have been included for reference.
2. The page count of twenty five (25) pages does not include the tab divider, Qualification Form, Qualification
Certification and the Payee Data Record.
3. The District requires that the Qualification Form be completed in its entirety; this includes Sections 1-4. Section 5 is
included for information purposes regarding the points allocation maximums available to respondents.
4. The New Art/Music Storage and Modular Facility Replacements are both projects at the Oceanside campus.
5. The District will short list three (3) to five (5) firms and as projects come up in the schedule, an RFP process will be
completed amongst the short listed firms.
6. An unlocked copy of the RFQ document is being included in this Addendum. No alterations to terms and conditions
will be entertained. Any change to District specification and requirements may deem your submission nonresponsive.
Questions:
7. I found a contradictory item in the RFQ. Page 4 indicates that all clarifications must be submitted in writing. Hence, I
submitted formal questions via email yesterday. Today I noticed that page 8, section 2.g. indicated that
interpretations may be requested by calling you. Which is correct?
Answer: All clarifications must be submitted in writing.
8. On page 8, under Submittals, Letter e., there is a statement that says “They shall fully inform themselves as to all
existing conditions and limitations, and shall include in the proposal a sum to cover the cost of all items included in the
contract. Since the respondents were not provide a complete scope of the project(s), is a fee proposal actually
required at this time, OR will you be requesting these fee proposals after the firms are chosen for interviews?
Answer: The District intends to issue and RFP for cost related to projects to the shortlisted firms after the qualification
process is completed. No cost or fee proposal is due in this process.
9. Is it mandatory that the schools experience be acquired in the current firm or can it have been done with a previous
firm?
Answer: The individual assigned to the District may show their experience in the Staff Qualifications section, however,
for experience to be counted in the Qualification Form, it must be experience of the firm that is responding to this
RFQ.
10. The following questions are both related to subconsultants:
a. Are we to list design team consultants at this time such as civil, landscape, structural, mechanical/plumbing and
electrical engineers? If we are to provide consultant team information may we include multiple firms for each
discipline fi desired. If we are selected to do all the listed projects, it may make sense to have different
consultants on different project types based on their relative project experience.
b. Page 9, #51 refers to subconsultant(s). Yet subconsultants are not mentioned in the submission criteria on Page
10. Are you expecting subconsultant resumes under Item #6 Staff Qualifications
Answer: No information regarding subconsultants is required.
11. Page 11, #12. Could you be more specific about what type of evidence you are requesting?
Answer: Please see the attached Financial Capacity Certification Form. This form is required with all submissions
and is not included in the total page count.
