Addendum #2 RFQ #01-15 Architectural Planning & Design Services September 23, 2014 If any person contemplating submitting a proposal for the proposed contract is in doubt as to the true meaning of any part of the specifications, or other proposed contract documents, or finds discrepancies in, or omissions from the specifications, they are instructed to contact Kim Simonds, Buyer, at (760) 795-6755, to request an interpretation or correction thereof. The District may require that such request be in writing, in which case the person submitting the request will be responsible for its prompt delivery. Any interpretation or correction of the proposed documents will be made by Addendum duly issued by the Buyer, and a copy of such Addendum will be mailed or delivered to each person receiving a set of such documents. The District will not be responsible for any other explanation or interpretation of the proposed documents. Clarifications: Please note: the following clarifications are due to multiple respondents with the same questions. 1. The required documents that must be included in the RFQ, but not part of the final page count, are the Qualification Form, the Qualification Certification, the Payee Data Record and the Financial Capacity Certification Form. 2. The Worker’s Compensation Certification and the Non-Collusive Bidding Declaration were inadvertently not included for reference in Addendum 1; they are included in this addendum. Please take note, these are not required for the RFQ process, however they will be required in the RFP process with the shortlisted firms. They are only being included for reference; do not include them in your RFQ submission. Questions: 3. The RFQ states that the tabs are not counted, will the front and back covers Not be a part of the page count? Answer: Correct, the front and back covers are not included in the page count. 4. We plan to include consultant team members for the following services: structural engineering, civil engineering, MEP, acoustic/audio visual, and landscape architecture. Do we need to include geotechnical/environmental and/or any other specialty consultants? Answer: Please see Addendum 1, number 10. 5. Under Section 3 – Insurance / Bonding Requirements, Item #11, the question asks, “Does your firm maintain the insurance requirements as listed below?” Then it indicates that a Yes answer is worth 0 points and a No answer is worth then 10 points. Shouldn’t the Yes answer be worth 10 points? Answer: This is a typographical error, by answering yes to this question; the firm will earn 10 points. 6. Could you please clarify page 11 section 5a. Recent Experience – is ALL recent experience in the 3 years or just the DSA projects? Answer: The intent of the District is to see a list of recently completed projects for Community Colleges and/or public facilities completed in California, both new and renovation projects. Then as an additional list, please provide projects or school building and additions from the last 3 years where the firm has worked with DSA as specified in 5a. 7. Please confirm that only one (1) firm will be selected and the various projects listed on Page 8 of the RFQ will be awarded to that selected firm. Answer: The District intends to issue an RFP for costs related to projects to the shortlisted firms after the qualification process is completed. 8. Should our team of sub-consultants and their experience be included in our submittal? Answer: Please see Addendum 1, number 10. 9. Has an ADA upgrade analysis been done yet? If not, will it be done, or will this be part of the scope of services? Answer: Not all projects listed have an ADA analysis. When it is available/appropriate this will be included in the individual RFPs that are issued to the shortlisted firms. 10. Page 9, General Information, Item 2.e asks for a proposed sum to cover the cost of items included in the contract. Since this is only to be included on a list of potential bidders for the projects in the Capital Construction Plan, and also since Page 10, General Information, Item 6 states that the fee will be later negotiated with the selected firm(s), do we need to include a proposed cost? If so, do we submit a proposed cost for each of the projects listed in the Capital Construction Plan? Answer: The District intends to issue an RFP for costs related to projects to the shortlisted firms after the qualification process is completed. No cost proposals will be evaluated during this process. Please eliminate this item. 11. Page 11, Qualification Criteria, Items 5 & 6 – Do you want to see experience, staff, and qualifications for sub consultants as well, or only those of the prime firm? Answer: Please see Addendum 1, number 10. 12. Page 12, Qualification Criteria, Item 12 – How do you want this information to be presented? Answer: Please see Addendum 1, number 11. 13. Insurance Coverage- We currently carry 2M in General Liability (per occurrence), and 1M (per occurrence) and 2M annual aggregate. Will this suffice? Answer: Insurance requirements must be in compliance as specified in the RFQ document. 14. Addendum #1, Question #8, Answer states, “…No cost or fee proposal is due in this process.” Should we include our firm Hourly Rate Schedule in Tab/Item No. 11? Will it count in the page count? Answer: This is not needed in the RFQ. Price and costing information will be obtained when RFP’s are issued. 15. Can you please clarify what you mean by the following statement? I know consultants are not included in the submission per the last addendum: Location of firm and consultants: Provide the address of the primary firm, (and joint venture firms if applicable), and addresses of all proposed team members. Answer: If this RFQ is being submitted as a joint venture firm please list all names and addresses of the partners. Not consultants need to be listed for this RFQ. 16. Page 10 is a bit confusing. Are you considering Tab/Item 1 Title Page as a Cover, and Tab/Item 3 Executive Summary as a Cover Letter OR Tab/Item 1 Cover Letter, and Tab/Item 3 Executive Summary? Answer: The title page, item 1, may be used as a cover page that is not included in the total page count. 17. With respect to the financial capacity, may the documentation as noted in Addendum 1 be submitted in a separate envelope as it is confidential, and may only one copy be submitted in lieu of 6 copies? Answer: The District understands the confidential nature of financial statements and makes it a priority to protect that confidentiality, as it is typically not included in information obtainable by public records requests. However, each member of the evaluation committee needs to have a copy of this information in order to properly evaluate each firms submission. It may be provided in individual sealed envelopes.
