If any person contemplating submitting a proposal for the proposed contract is in doubt as to the true meaning of any part
of the specifications, or other proposed contract documents, or finds discrepancies in, or omissions from the
specifications, they are instructed to contact Kim Simonds, Buyer, at (760) 795-6755, to request an interpretation or
correction thereof. The District may require that such request be in writing, in which case the person submitting the
request will be responsible for its prompt delivery. Any interpretation or correction of the proposed documents will be
made by Addendum duly issued by the Buyer, and a copy of such Addendum will be mailed or delivered to each person
receiving a set of such documents. The District will not be responsible for any other explanation or interpretation of the
proposed documents.
District Revisions / Additions / Deletions / Clarifications:
1. Tentative Date for Interviews, if required, has been changed to July 22, 2015.
2. General Information, Section 3. Submittals, Item 3 shall be removed from RFP document. The District will not
require a sum / fee with submittal of RFPs.
3. The District would like to make all firms / consultants aware that the firm that previously completed the
comprehensive utility underground study was NV5. It is the intent of the District that this document will be the
basis for the examination / analysis of the current campus infrastructure below ground of which further analysis,
development of preliminary conceptual level project budgets and developed of an implementation plan will be
derived from.
Firm / Consultant Questions and District Answers:
4. Question: The RFP specifies that the 25 page limit includes exhibits and a Table of Contents. Can you please
clarify if the included qualifications forms, qualification certification and payee data record are considered exhibits
and therefore count toward the page limit?
Answer: Qualification forms, qualification certification and payee data record shall not count toward the 25 page
limit.
5. Question: Is it the District’s intent that we include the Scoring Matrix and Proposal Points Tally Sheet in our
proposal or are these simply included for information purposes? If we are to include them, do they count toward
the 25 page limit?
Answer: Firm / Consultants do not need to include the scoring matrix and proposal points tally sheet. These are
for District use in reviewing and scoring the submitted RFPs.
