OPERATIONS SUPERVISOR
BASIC FUNCTION:
Maintain responsibility for administration and operations of the office of the Small Business
Development Center (SBDC); manage the CSBDC-required management information system
[Client Activity Tracking System--WINCATS]; assist in preparing and monitoring budgets; prepare
reports; coordinate payment requests; and coordinate logistics for training and workshops.
REPRESETATIVE DUTIES:
1. Maintain responsibility for administration and day-to-day operations of the office of the North
County Small Business Development Center (SBDC).
2. Manage the CSBDC-required management information system [Client Activity Tracking
System--WINCATS].
3. Perform secretarial and clerical duties for the Director and Senior Business Consultant of the
SBDC.
4. Relieve the Director and the Senior Business Consultant of a variety of technical and
administrative duties.
5. Compose correspondence; report information in person, by telephone, or by email where
judgment, knowledge and interpretation of the granting process and small businesses may be
necessary.
6. Arrange and schedule a variety of meetings, training sessions, and conferences.
7. Prepare and type a variety of correspondence, agendas, memoranda, reports, minutes,
contracts, grants and other materials; record and transcribe minutes from a variety of
meetings.
8. Review and proof documents, records and forms for accuracy, completeness and
conformance to applicable rules and regulations.
9. Take and transcribe dictation, including material of a confidential nature.
10. Establish and maintain complex interrelated filing systems.
11. Operate a variety of office machines and equipment including typewriter, computer terminal,
facsimile machine and copier.
12. Utilize various computer programs to enter data, prepare reports, correspondence and grant
budgets, and communicate via email.
13. Collect and compile statistical and financial data and other information for inclusion in the
SBDC grant and other reports; perform and verify various calculations.

14. Communicate between the Director, the Senior Business Consultant, other staff, and clients.
15. Receive visitors, schedule appointments, screen visitors and phone calls and refer to
appropriate person.
16. Respond to routine requests for information in person or by enclosing materials or sending
form letters.
17. Order and maintain office supplies and equipment; prepare and process Purchase
Requisitions according to approved procedures.
18. Communicate between District and outside sources to resolve problems, schedule meetings,
provide or receive information, schedule maintenance and repair of equipment.
19. Review reports and maintain records of expenditure; assist in preparing budget reports; make
reservations and travel arrangements; process a variety of travel and expense forms.
20. Coordinate the duplication and distribution of a variety of materials.
21. Receive and open mail; identify and refer matters to the lead principal investigator and others
in order of priority.
22. Establish and maintain positive staff and public relations.
23. Provide work direction to other staff as assigned.
24. Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
Office procedures and equipment, including complex and varied filing systems.
Word processing, spreadsheet, and database applications at the advanced levels.
Letter and report writing.
Record-keeping techniques.
Correct English usage, grammar, spelling, punctuation and vocabulary.
District organization, operations, policies and objectives.

Perform a wide variety of complex clerical, typing, and secretarial duties.

database applications.
Compile and compose correspondence and reports independently.

EDUCATION AND EXPERIENCE:
Equivalent to: Graduation from high school, including or supplemented by courses in Secretarial
Skills and three years of recent experience in general business practices, with extensive
knowledge in budgets and current computer skills including word processing, spreadsheet, and
database applications.

Primarily sedentary with intermittent standing, walking short distances, bending and stooping;

Normal office environment; may be required to travel to off-campus locations to conduct work;
may be required to work during evening hours; subject to constant public contact and interruption.
