COLLEGE CITIZENS’ OVERSIGHT COMMITTEE Monday, June 2, 2015 5:30 p.m. – Arroyo Room 1 DRAFT MINUTES MEMBERSHIP PRESENT: Eugene Hernandez Benjamin Williams Irwin Silon Joe Moreno MEMBERSHIP ABSENT: Irene Galvan FACILITATOR PRESENT: GUESTS/RESOURCE MEMBERS: Dr. Monte E. Perez (LAMC) Daniel Villanueva (LAMC) absent Teo Sierra Slade WELCOME/APPROVAL OF MINUTES: The meeting came to order in the CAI, Arroyo room at 4:26 pm. The meeting minutes from September and February were not available for approval during the meeting. REPORT FROM THE PROJECT DIRECTOR: Report for the President in the absence of the project director The new Project Director is Teo Sierra, but was unable to attend the CCOC meeting due to a District program management office training. The previous project director has returned to District office. The new project manager has worked for LAMC for less than 30 days and the LAMC president is quite impressed with the speed in which construction is moving around the campus. Mr. Sierra is noted at the top 2% in the nation as construction project managers and he is an engineer. Mr. Sierra has found the funds to build the central plant and is moving forward with the design portion of the control and fuel cell portion of the plant. Question: Is Teo an engineer? Answer: Yes and he teaches construction management classes. Most of his experience is working with LAUSD. Teo Sierra is working to get the central energy plant completed prior to the Media Arts building. The Media Arts building is 50% completed The program management office completed its master plan and the goal is to finish all the outstanding projects. Restriping the child development parking lines have been funded as well as the storm drains for proper water drainage of rain water. The campus has saved funds on the traffic mitigation project and instead LAMC has secured funding to complete the ADA requirements for the campus. The CCOC members would like a report on the construction projects and the corresponding budget for each project so to support the campus in completing its construction programs. The CCOC members are committed to assisting the college in completing its goals There is a possibility that the LACCD will apply for a new bond. OLD BUSINESS: Construction team came into the LRC to begin construction on a Monday and Tuesday without proper equipment and near the students. The VP Admin services explained that the construction team is allowed to complete projects between 7 am - 3 pm. We stop unapproved construction projects as soon as possible The reconstruction of the restrooms do not have proper soap dispensers. NEW BUSINESS: Providing an appeal letter from the CCOC to the PLUM committee to stop new home construction on Hubbard Street might be beyond the scope of the CCOC by-laws. Dr. Perez will follow up to ensure an appeal letter is appropriate. There are 2 computers for public use in the LRC. The availability of the software systems, hours and days for community member access has been reduced without notification. The President was invited by the Library and LRC staff to discuss staffing and customer service issues regarding public computer usage. The LRC staff is made up of Instructional Assistants and they are to provide student tutoring and the Library staff are librarians there to assist students with library related materials and research. LAMC has the largest ratio of computers to students of any of the campuses in the district. There are no public computers at other campuses, but Dr. Perez has managed to offer two for public use. One of the concerns of the public computers is software licensure. LAMC computer software licenses are for student usage. Question: When do we expect a meeting? Answer: The administration will be working on this issue continuously. Hotline for reporting problems has been resolved. Restrooms for the campus center will be completed by the end of the summer. The new project manager has hired more staff to get the construction completed faster. Question: What happened to the affirmative action component to hire women and ex-offenders to work on the construction? Answer: All the construction employees are unionized so they follow the affirmative action The CCOC membership would like to have the meeting more regularly and the minutes provided at each meeting. The LAMC administration agreed.
