FACILITIES SERVICES STANDARD PRACTICE TITLE: INSTRUCTION NUMBER: Facilities Support for the North Recreational Complex I. 40-0010 Purpose The purpose of this FSSP is to outline the general fiscal responsibilities for facilities related support for the North Recreational Complex. II. Procedures A. B. Facilities Services 1. Facilities Services accepts responsibility for project installed roadways, sidewalks, street lights, street maintenance, and traffic control signs. 2. Facilities Services shall accept the transfer of one (1) Ventrac Compact Utility Loader, one (1) Ford pick up truck assigned vehicle number F-202, two (2) TORO rotary mowers, and one (1) Tractor and miscellaneous attachments funded by Campus Recreation and Wellness. Maintenance, insurance, fuel, and other consumables shall be the responsibility of Campus Recreation and Wellness. Systematic replacement of the equipment shall be the responsibility of Facilities Services. Incidental and occasional use of specialized equipment may be provided by Facilities Services. 3. Campus Operations will pay for electricity except as noted for real property and wells. Campus Recreation and Wellness 1. Campus Recreation and Wellness shall pay for all real property maintenance whether provided by Facilities Services or their contractors. This includes the fields, ponds, structures, light standards, bulbs and ballast, and the irrigation system, including wells, pumps, and controls. 2. Campus Recreation and Wellness is responsible for fencing and bike racks. 3. Campus Recreation and Wellness has fiscal responsibility for all playing surfaces and game related fixed and movable equipment (backstops, turf, bleachers, sand, etc.). 4. Except for electricity, Campus Recreation and Wellness shall pay the utility bills for the complex including water and sewer. Campus Recreation and Wellness accepts fiscal responsibility for the primary electrical panels, transformers, primary electrical feed, water and power feeds to the complex, storm sewer system, and sanitary system. 6. Campus Recreation and Wellness has fiscal responsibility for the monthly fixed facility charge including tax for maintenance by Greenville Utilities Commission to maintain the installed equipment at the complex. Facilities Services anticipates taking over maintenance responsibilities from Greenville Utilities Commission in early 2008 thus eliminating the monthly fixed facility charge to Campus Recreation and Wellness. 7. Campus Recreation and Wellness shall initially provide fiscal support for 2.0 FTE Grounds Services employees that shall remain under the management responsibility of Facilities Services. This includes all direct expenses associated with the employees such as uniforms, overtime, and training. Support does not include nonexclusive supervisory expenses or common support expenses. 8. Campus Recreation and Wellness shall pay for all fertilizer, seed, pesticides, and outside contractors as necessary to maintain a high quality playing surface. 9. Campus Recreation and Wellness shall fund and subsequently transfer to Facilities Services all equipment/tools necessary to maintain fields. 10. Campus Recreation and Wellness shall be responsible for any rental of specialized equipment. 11. Campus Recreation and Wellness shall provide all other miscellaneous tools and equipment as required to maintain the fields. 13. Campus Recreation and Wellness shall be responsible for the replacement of plant material that is not covered by warranty. The initial survival of plant material is part of the warranty. 14. As it has been in the past, Campus Recreation and Wellness shall be responsible for litter pickup on playing fields. In addition, Campus Recreation and Wellness shall be responsible for providing litter receptacles and replacing those as necessary to maintain an acceptable appearance. 15. Campus Recreation and Wellness shall be responsible for the cost of refuse removal. 16. Campus Recreation and Wellness shall be responsible for insurance and pest control expenses. 17. Campus Recreation and Wellness shall be responsible for all changes or modifications to the complex. 18. Housekeeping services shall be provided from the Campus Recreation and Wellness supported housekeeping staff and/or by utilizing operational staff. 19. Maintenance of all real property shall be paid for by Campus Recreation and Wellness. 20. Campus Recreation and Wellness is responsible for all well expenses and maintenance. 21.
