SECONDARY EDUCATION COORDINATING COMMITTEE

September 13, 2011

8:00 a.m.

Dr. Chuck Blatchley, Steve Brown, Dr. Sunghee Choi, Dr. Jean Dockers, Cris Elliott, Dr.

Gloria Flynn, Dr. John Franklin, Dr. Andy Klenke, Dr. Kenny McDougle, Dr. Lyle

Morgan, Dr. John Oppliger, Dr. Eric Rojas, Dr. Kent Runyan, and Dr. Kelly Woestman attended the meeting. Doug Bennett attended in place of Gil Cooper.

Ex-officio members in attendance were Dr. Tim Flood, Dr. Karl Kunkel, Dr. Alice

Sagehorn, Dr. Khamis Siam and Dr. Howard Smith.

Members absent were Dr. Hazel Coltharp, Dr. Rob Hefley, Dr. Matthew Montague, Mike

Neden, Dr. Dixie Smith, Dr. Rozanne Sparks and Dr. Irene Zegar.

The meeting began with brief introductions.

Dr. Dockers discussed the new interview process being implemented in Explorations in

Education as well as Transitions. Interviews have been conducted in the past in

Explorations but there has not been any set policy or procedure to this date. Each candidate will be interviewed by a panel of faculty. The interview format is being finalized but will be similar to that of the entry interview for Master of Arts in Teaching candidates. Dr. Dockers asked that members of the committee join the panel for the interviews for secondary/PK-12 majors. The interviews will be held in October, prior to the November 7 th

drop date, to allow students to drop the course if they no longer wish to pursue teaching. There are approximately 63 secondary/PK-12 candidates this semester and each interview will last approximately 15 minutes. It was suggested that the rubric for the interview be tied to the Professional Knowledge Base.

A brief discussion was held on background checks for education candidates. Currently, candidates are only required to complete a disclosure statement which makes the College dependent upon their honesty. Background checks as a requirement for all candidates will be explored further at the next meeting.

Dr. Dockers reported on the e-portfolio. Submission 1 is being reviewed by Dr. Dockers and Dr. Julie Samuels as instructors of the course. Dr. Dockers will follow all secondary/PK-12 candidates through Submissions 2 and 3. For Submission 2, the respective academic supervisor will serve as the second reader for each portfolio. After discussion regarding the timeline of the submission in relation to the Professional

Semester application and the close of the semester, a submission date of November 1 st was set for Submission 2. This applies to candidates that will student teach in spring of

2012. The review of the submission will be completed by Thanksgiving break and any resubmissions required will be due prior to the end of the semester.

Committee members expressed interest in having training sessions for LiveText.

Training dates will be set and provided at the next meeting.

Dr. Dockers reported that for Early/Late Childhood K-6 candidates, successful completion of the Principles of Learning and Teaching (PLT) and Elementary Education:

Curriculum, Instruction and Assessment (their respective content) exams is now required for full admission to the Professional Semester. This is effective for candidates that will student teach spring 2012. For some secondary/PK-12 programs, the same requirement would pose an issue due to course sequencing and the higher level courses that are taken in the last semester prior to student teaching. Each secondary/PK-12 department can make their own requirement regarding their respective content exam; it does not need to be a group consensus or action. However, any changes to the requirement of the PLT for secondary/PK-12 candidates will need to first be approved by SECC. Any changes to program requirements will be required to go through proper legislation. Dr. Dockers asked that the Office of Teacher Education be kept informed regarding changes so that correct information is provided to students.

Dr. Tim Flood expressed a concern that too many checkpoints may negatively affect placements. A calendar of checkpoints will be distributed at the next meeting to provide a viewer friendly timeline. The requirement of the PLT prior to the Professional

Semester will be further discussed at this time.

Steve Brown discussed program summaries that will be distributed to departments in early October. The summaries will have some data already populated such as Praxis II information. Each department will be responsible for supplying any remaining data. The completed summary should be submitted to the Office of Teacher Education by the first week of November. After completion, the summary will go to the College of Education

Assessment Committee. This will allow the Assessment Committee to analyze data across the unit. It will also provide for easy compilation for KSDE program review. A concern was raised that advisement survey data is not yet available for spring 2011. The

Office of Teacher Education will follow up on this. Dr. Dockers noted that Steve is available to assist individual departments with the program summary.

NCATE has now merged with the Teacher Education Accreditation Council (TEAC) to create the Council for the Accreditation of Educator Preparation (CAEP). A focus visit for PSU will be held in fall 2012 in regards to Standard 2 which was identified as not met in the previous NCATE visit. The College of Education is working to simplify the

Assessment System to create a better understanding of the overall process. A graphic is being developed to provide an easy view of the Assessment System. It will identify sources of data, assessments, where decision are made, etc.

Project RURAL: A grant that was awarded by the Kansas Board of Regents. It is an internship program for secondary/PK-12 programs. It currently focuses on high-need areas such as Math, Science, etc. However, if other programs are interested in participating, please contact Dr. Dockers. There are also conference opportunities available. She would like one representative to attend the PDS conference to be held in March. Volunteers should contact her.

PSU now has a Future Educators Association chapter. It is open to all BSE/BME candidates as well as faculty. Please contact Dr. Julie Samuels for more information.
