Associated Students of Willamette University 8 November 2012 - 7pm - Montag Den Senate Minutes 1.0 Call to Order 1.01 The meeting was called to order at 7:01pm. 2.0 Roll Call 2.01 Absent: Kumano 3.0 Approval of the Agenda 3.01 Newcomb moves to approve, second, approved. 4.0 Approval of the Minutes 3.01 Newcomb moves to approve, second, approved. 5.0 Collegian Report 5.01 John Lind: decided to add a Hey You section. Submit them and check it out! We have gotten good feedback. We got a few more subscriptions for the paper. We also are gaining more readership. We collected a lot less papers this week. 6.0 Officer Reports 6.01 P Calixtro: Survey meeting, Honor Council meeting, Leadership meeting. 6.02 VP Gilbert: Blitz the Bearcat bill, new senate clerk, working on Junior and Senior election. 6.03 VP Freeman: Auditing groups, checking to make sure allocations were correct, next week working with SS committee on inputting new precedents. 6.04 VP Chand: shuttle ticket sales, debt reconciliation committee, and suggestion boxes. 7.0 Committee Reports 7.01 Balk: if you know someone who might be interested in the ASWU logo, let Balk know. The logo would be on our material on on the Facebook group. President Calixtro created a committee and was interested in changing it. 8.0 Old Business 8.01 Blitz the Bearcat Stipend Bill - Discussion and Vote 8.01.1 Smythe: we cleaned up the bill. Made it more specific. Proposing a stipend of 3,000 a year. This amount shall be re-evaluated each year however to ensure it is still appropriate. Underdahl moves to pass this bill with amendments. Approved. 8.02 Debt Reconciliation Bill - First Reading 8.02.1 Underdahl: We discussed how to effectively make something like this work, and this is the bill we came up with from that discussion. He met with Lisa Holliday and will be meeting with someone from accounting. He is hoping to get this bill referred back to the committee because he still wants to make amendments. Bourque: How will we make the president and treasurers responsibility of club debt clear to them before they take office? Underdahl: wants to include this in the student org. orientation, and find something for them to sign saying that they are aware of this. We would also have financial responsibility be a part of the student org orientation. Briggs: Is this going to discourage the creation of student orgs. and student leadership? What about the possibility of starting a new club under a different name? Underdahl: The charges that happen would occur in the semester that the debt occurred. So ideally people would not be inheriting debt. This is also why we limited the amount that people can be charged so that it is reasonable. It is also why we have created an appeals process. Hopefully these things would not make it discouraging for people to become club leaders or create clubs. Pate: preventative measure like the student org orientation are a good idea. Underdahl: clarifies again that only the person who incurs the debt would be charged for it. No one would inherit debt ever. Smythe: thinks this draft looks much better, moves to table it until next week. Approved. 9.0 New Business 9.01 Senate Community Service - First Reading 9.01.1 Brinster: reads a bill suggesting that ASWU put on one community service project each semester. Pitsch: This is not very specific. Balk: this is vague for that reason, it is just our sponsorship, but involvement of every senator is not required. Smythe: When you say it be enacted upon approval does that mean we have to hold one by the end of the semester. Also, is this moving to amend bylaws or constitution? can a bill mandate that we do this? Chand: a Bill can mandate that we do this. Pate: Does this mean we put on a project that student body can participate in or is it strictly us. Balk: It is vague so that it can be either. We can sponsor it for others or it can be just the senators participating.
