ARTICLE III ASG COMMITTEES Section 1 - General Clause I. Committee members shall be selected by Presidential appointment, subject to approval by simple majority vote of the ASG. Clause II. All committee chairs shall appoint a vice-chair to run the committee in his/her absence. Clause III. Ad-hoc committees may be created as needed to deal with special events or problems by a majority vote of the ASG meeting in General Session. Clause IV. Any officer serving on a committee who is absent without excuse from two (2) consecutive or four (4) cumulative of the committee's meetings in any one academic year shall be subject to the ASG's disciplinary policy pursuant to Article VIII. Clause V. Absences from committee meetings shall be held to the same criteria for excuse defined in (Article II, Section 2, Clause IV). Section 2 - Committee on Policies, Procedures and Executive Review Clause I. The Committee on Policies, Procedures and Executive Review shall be chaired by the Vice-President. Clause II. Voting membership shall consist of the Vice-President, at least three (3) additional members of the ASG, and up to two (2) student delegates. Clause III. The Committee on Policies, Procedures and Executive Review shall meet on an as-needed basis, unless otherwise directed by the President or a majority of the ASG. Clause IV. The duties of this Committee shall be as follows: a. Monitor and enforce ASG office hours. b. Review the ASG Constitution, Bylaws, and Policies and recommend changes when deemed necessary. c. Monitor ASG officer compliance with the other conditions of office as set forth in Article I, including attendance at ASG meetings and College Shared Governance meetings. d. Monitor ASG officer compliance with reporting procedures on both assigned committee business and College Shared Governance meetings. e. Review those officers who have been brought up on violations of ASG policy or procedure as set forth in these Bylaws and in the adopted Policies of the Board pursuant to Article VIII, and make recommendations to the President and to the ASG Board regarding enforcement of disciplinary provisions. f. Review in conjunction with the Director of Student Affairs all issues related to eligibility for office continuing for current senators. g. Determine items for inclusion in all necessary travel reports. h. Any additional duties as deemed necessary by the ASG. Section 3 - Committee on Legislation and External Affairs Clause I. The Committee on Legislation and External Affairs shall be chaired by an ASG Senator appointed by the President. Clause II. Voting membership shall consist of the appointed Chairperson, at least three (3) additional ASG officers, and up to two (2) student delegates. Clause III. The Committee on Legislation and External Affairs shall meet on an as-needed basis, unless otherwise directed by the President or a majority of the ASG, and may be referred to in title by the particular event or issue which is under discussion (in lieu of the proper codified title listed herein). Clause IV. The duties of this Committee shall be as follows: a. Secure and maintain sources of information on legislation (i.e. LegiTech, Statement, California Journal, etc.) b. Initiate and maintain relations with local legislators through personal visits, phone calls, and written correspondence. c. Invite local legislators to the campus. d. Analyze and disseminate information on legislation to the Palomar College student body. e. Collect and consider the input of the Palomar College student body on legislative issues and formulate positions on those subjects. f. Any other duties as deemed necessary by the ASG. Section 4 – Public Relations Committee Clause I. The Committee on Public Relations shall be chaired by an ASG Senator appointed by the President. a. The Chairperson will be authorized to distribute or clarify the official opinion of the ASG. Clause II. Voting membership shall consist of the appointed Chairperson, at least two (2) additional ASG Senators, up to two (2) Student Delegates, and the Chair of the Legislation and External Affairs Committee. Clause III. The Public Relations Committee shall meet on an as-needed basis, unless otherwise directed by the President or a majority of the ASG. Clause IV. The duties of the Committee shall be as follows: a. Actively publicize and promote the programs and activities of the ASG. b. Manage the participation of the ASG in all campus wide students’ events including, but not limited to; athletic activities, performing arts, and club events. c. Manage and update the ASG website, Facebook and Twitter accounts. d. Any other duties as deemed necessary by the ASG. Section 5 - Inter-Club Council Clause I. The Inter-Club Council shall be chaired by an ASG Senator appointed by the President. Clause II. Voting membership shall consist of campus clubs. The appointed Chairperson shall cast tie-breaking votes. Clause III. ASG Officers will assist the committee chair with any tasks needed to benefit the ICC. Clause IV. Specific codes and provisions regarding the Inter-Club Council are noted in (Article XV, Section 1) of these Bylaws. Section 6 – Appointment Committee Clause I. The Appointment Committee shall consist of the ASG President, Vice-President, and an ASG Senator currently serving on the Board. The Director of Student Affairs (or his/her designee), and/or the Coordinator of Student Activities shall also be in attendance as non-voting members. Clause II. The duties of this committee shall be as follows: a. The Appointment Committee will create the Interview Questions to be used during the Interviews of the Secretary, or other hired positions. b. Interview new applicants for the ASG Secretary position. c. The Appointment Committee will evaluate the interview and have a 2/3 vote to determine their decision. d. The Appointment Committee will send the decision as a recommendation to the ASG Board to be considered. e. The President shall be responsible for informing the applicant of the outcome of the interview with a brief explanation.
