Minutes: The minutes of March 4 were approved.
Miscellaneous:
 For questions about how to get Q-Builder to work, contact Mike Wilson.
 Satish Warrier and David Miller are working on an update of Form 519, but there will not be
a management forum on it. David will probably do a global e-mail on campus, along with a
presentation at the Administrative Services meeting.
March 10 Board Meeting:
 The new contract proposed for UBS Paine Webber was approved, and the current contract
with Salomen Smith Barney was not terminated.
 The Mike Maas contract went through without any problems.
 During closed session Vic shared the classification review memo with the Board. Even
though it was presented in closed session, this is not a confidential document. The
information was also shared with Luukia Smith, who indicated the ECCE would like to give
a stronger position than originally stated; however, nothing in writing was presented. In the
review of 41 positions, it was determined that 5 of the employees were working out of
classification. Four went to the March Board and one will go to the April Board.
 Allene and Luukia made recommendations for increases in salary based on similar positions
in other districts; however, since the District is making significant cuts and freezing
positions, no salary raises based on the market survey are anticipated. The response to a filed
grievance was that the conditions of the contract were met.
 Communication to classified staff by the consultants was recommended for each position.
Information has been shared with ECCE, so it is expected that all decisions will be
communicated to classified staff.
 Under recommendations, section 4, market survey changes, the same positions are also
indicated in classifications to be reviewed in March. The list under page 4, item C, only
applied to one person, and two or more are needed to apply as a group. Page 3, item 4C,
accounting technician II, page 4, item C5, says there should be a review of classifications.
Group class review looks at everyone in that classification. This is different from an
individual person review. In this process of job analysis, five colleges with comparable
positions were examined, and that is the market survey information incorporated and
reflected on page 3.
 One benefit of the review is that it is an audit of the tasks that are being performed by
individuals, and the District can determine how well it is keeping them to their assigned
classifications. At the next review, no one should be working out of class.




A potential problem when jobs have not been reviewed for many years is that the results will
be skewed. Managers need to look at the scope of the work and insure that employees are
doing what they are supposed to do. Also, administration needs to reinforce things getting
done while employees are working within their classifications.
A possible contract issue for discussion when negotiations begin next year is how the
District is to correct problems created in the past. Things are being put in place that are
wrong. Anyone working out of class will be returned to the duties originally assigned for
working within classification.
Part of the process is to make certain that even though there might be a change in the duties,
it is still within the classification.
There should be a way to reward employees for good performance or for not creating
problems. In the past, managers have compensated by increasing a position. The provision
in the contract to recognize an employee for outstanding work performance is currently
being reviewed. The form goes in the employee’s personnel file.
Budget
 A list of currently vacated and frozen positions is on the back of the agenda.
 The Tentative Budget is not finished; funds have been given to the accounting technicians.
Committee Reports/Division Issues
 Mike D’Amico
 In addition to the position announced regarding a dispatcher leaving June 1, it looks like
they will lose another police officer to L.A.P.D.
 Janet Clarke
 The agreement with the current operators of the delis has been terminated, and they will
be closed until new vendors have been selected. The deli doors are to be locked as soon
as the current operators vacate, keys need to be collected and locks need to be changed.
The delis are expected to reopen within the next two weeks.
 The coffee vendors have been terminated, and they will need to remove their equipment.
The Bookstore is working on picking up a new service.
 Janet is working on an agreement at this time, and as soon as the changes that Lynnda
Nelson wants are included, Vic will be sent a draft.
 The vendor has 20 days to terminate and 15 days to remove equipment. Some of the
equipment is rented and may be kept by ECC. It was suggested that Facilities pick up
the equipment to avoid any theft or damage to it.
 David Miller
 The northeast corner has been backfilled, and they are removing some debris. They are
shooting for opening the perimeter road next week. The job is on track.
 Pamela Fees
 Some faculty members have expressed a strong lack of confidence in Mike Maas, and
they blame him for things that are not necessarily within his control. In the Natural
Sciences area, the criticism is that there is modernization rather than new construction.
Their comments appear in two sets of PBC minutes.
 Rocky will do a presentation at the March 18 Fiscal Services division council meeting on
how to deal with stress in the workplace.
 Victor Hanson
 When the agenda for the March 10 Board meeting was published, it showed three
personnel items instead of one litigation to construction, so it could not be discussed.
