Meeting Notes
August 25, 2011
Present: Martha Aaron, Kristi Adams, Maryann Cohan, Denise DiPasquale, Darling Garcia, Alin Sanchez, Traci
Traina, Maricela Vital
A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at the Business
Training Center in Room 2.
Review of Minutes from June 7th meeting
Minutes approved as written.
Department Updates
o Grants – Kristi Adams:
1) ECC grants database and our grants database have been merged, creating a new comprehensive
database. The database now includes active funded grants in progress. Features are still being
tweaked to finish the data entry forms which can be used in the database to store and provide
information on grants.
2) Economic and Workforce Development Program grants are due September 8. The grant
opportunity comprises three funding opportunities and applicants may submit multiple proposals
and more than one in a funding category. 1) Responsive Training Fund (RTF), 2) Industry Driven
Regional Collaborative (IDRC) and 3) Job Development Incentive Fund (JDIF).
3) Funding opportunity searches are currently underway through WIT (Women in Industry &
Technology, the Sustainability Committee, and SBDC.
4) Official grant files for all applied for and funded grant projects are now housed in Room 14 at the
BTC.
o Center for Applied Competitive Technologies – Darling Garcia/Traci Traina:
1) Submitting two grants, an RTF and a JDIF. Still haven’t heard on the TAA grants that were
submitted earlier.
2) Attended high-tech conference in San Francisco. A new website was launched through the NSF
grant.
3) Career Technical Education working with their high school partners.
4) Fastener Job Fair did not have enough qualified students for the companies.
o Center International Trade Development – Maryann Cohan:
1) Working with multiple partners (Bookings International, LA Chamber, Ports, USC/UCLA, LA Mayor)
on Metro Export initiative.
2) Working with CMTC (California Manufacturing Technologies Consulting) and other partners on a
new export tech initiative, Boot Camp for Start-Up Exporters.
3) Maurice Kogon and Bronwen Madden will go to San Diego to make presentations at the ASBDC
(America’s Small Business Development Center).
4) Working on two grants. 1) IDRC $400,000 2-year. 2) RTF $124,000 1-year.
5) Kerry Bonner will be attending ECO Expo Asia 2011 in Hong Kong October 26-29 with clients.
o Small Business Development Center – LauraLee Garinger :
1) Jesse Torres has been hired to be the new regional director to lead the Los Angeles Regional Small
Business Development Centers (SBDC) Network which covers Los Angeles, Santa Barbara and
Ventura counties.
2) August 2nd the SBDC helped host the Next Steps for Small Business at the Carson Community
Center. There were breakout sessions for Social Media & Marketing, Opportunities for Veterans,
Access to Capital and Procurement.
3) The ECC SBDC has a big increase in capital infusion, over $1 million, with more loans pending.
4) The ASBDC 2011 Annual Conference will be held September 6-9 in San Diego. Eight team
members will be attending.

5) New consultant, William Sorotsky, specializes in loans for small businesses and has many
relationships with bankers which may help our small businesses obtain loans.
o Community Education – Veronica Mendoza:
1) Kid’s College ended August 5th and was a great success. All summer the kids were excited and
showed a lot of enthusiasm for they classes in which they enrolled.
2) Actively preparing for several professional development information sessions. Some of the
upcoming programs include: Medical Billing and Coding, Pharmacy Technician, Electronic Health
Records (HER) System Technologist, Personal Fitness Trainer, Clinical Medical Assistant and
Veterinary Assistant Program.
3) Fall catalogs have been distributed in the community and around campus. Lots of great classes are
scheduled for both personal and professional development.
4) Winter/Spring 2012 catalog is in progress. Repeat of Adult Pirate Camp, Mother-Daughter Tea and
several new class/program ideas are in development.
o Contract Education – Maricela Vital:
Employment Training Panel (ETP)
1) All training completed on ET10-0711 Green Waste Reduction contract.
2) All training funds have been allocated for ET11-0204 contract.
3) Application for a new two-year ETP contract will be formally submitted in Sacramento in September.
4) AB 118 - Alternative and Renewable Fuel and Vehicle Technologies Program training is expected
to start in October.
Contract Education
1) City of Torrance will complete ninth round of Customer Service training with two cohorts.
o Workplace Learning Resource Center – Maryann Cohan:
1) Maritime Training: Lifeboat class scheduled for September 13th. Standards for Training Certification
and Watch keeping (STCW) class scheduled for September 20th.
2) Terminal Island classes in progress: AutoCad, Blueprint Reading, and Solar.
3) Job Fair preparation in progress. Job Fair scheduled September 7th.
4) LA Metro Detention Center Parenting graduation August 25th.
5) Will attend Community Relations Board meeting on September 14th.
Denise DiPasquale
1) Completed the update of the Survey of Work Readiness Certificates report that updates for 2011
five of the national career and work readiness certificates available to the community. Workforce
Investment Boards and educational entities to assess students or others to prepare them to enter
the job market or return to the job market.
2) Ordered WorkKeys assessment tests for the second time to re-test John Weitzel’s SURT (Summer
Utilities Responsive Training) grant participants and conducted first re-test for Reading for
Information
3) Attended the Business and Economic Development subcommittee meeting of the South Bay WIB.
4) Attended the SEED (SouthBay Energy Efficiency Demonstration) House Ribbon Cutting Ceremony
at CCEO (Century City for Economic Opportunity, Inc.) Youth Build in Lennox.
Discussion
o State Budget and College Budget: Revenue projections came in lower than expected. Cuts will be
coming. Federal government is downsizing grants as a result of debt ceiling negotiations.
