People credited with this unit standard are able to: – plan for court security and services; – liaise with court related services and individuals; – supervise court security; and – maintain court security and services documentation. New Zealand Qualifications Authority 2016 14634 version 3 Page 2 of 4 2 Performance in relation to the elements and performance criteria must comply with current legislation, policies, and procedures, including: Corrections Act 2004; Corrections Regulations 2005; Crimes Act 1961; Crimes of Torture Act 1989; Criminal Justice Act 1985; Health and Safety in Employment Act 1992; New Zealand Bill of Rights Act 1990; Privacy Act 1993; other related Acts and regulations and their subsequent amendments or replacements. 3 Reference to terms, procedures and specifications in this unit standard includes documented procedures and specifications relevant to the workplace in which assessment is carried out. 4 All work practices shall meet documented enterprise quality management requirements, including the documentation of activities, events, and decisions. 5 This unit standard includes the duties performed by the designated corrections officer in charge of the court. 6 This unit standard excludes the duties carried out in Unit 14635, Provide prisoner court services. 7 Assessment should be against the documented national policies and procedures and prison specific procedures. Elements and performance criteria Element 1 Plan for court security and services. Range deployment, deportment, prisoner files, receiving office liaison. Performance criteria 1.1 Staff numbers required for each day and half day are identified in accordance with established procedures, and court registrar requirements. 1.2 Court fixture list is checked against prison muster sheet in accordance with local operating procedures. 1.3 Receiving office is notified the day before the next court day of prisoner requirements in accordance with established procedures. 1.4 Location and custody requirements of the prisoner are identified and checked in accordance with established procedures. Element 2 Liaise with court related services and individuals. Range police, court staff, prisons, prisoner lawyers, registrars, forensics. Performance criteria 2.1 Changes in fixture lists, both weekly and daily, are identified and processed in accordance with established procedures and court requirements. 2.2 Court status protocols are identified by court type in accordance with established procedures and court requirements. Range family, high, district, youth. 2.3 Prisoners providing evidence are identified and arrangements made to ensure prisoner is in the correct court room at the required time. 2.4 Court services are liaised with to meet their service needs in accordance with established procedures and court requirements. Range court registrars, police security, witness protection unit, diplomatic squad. Element 3 Supervise court security. Range corrections officers, prisoner, court staff, witnesses, lawyers in holding cells, in court room, all movements, meetings, court protocols and procedures, transport, secure key press and emergencies, verdict, sentence, bail. Performance criteria 3.1 Prisoners are secured in holding cells in accordance with established safety and security procedures. 3.2 Corrections officers are allocated prisoners and courts in accordance with roster requirements. 3.3 Status of prisoner is confirmed in liaison with receiving officer and corrections officer. Range 3.4 verdict, release, bail, remand in custody. Prisoner movements are coordinated in accordance with court, safety and security requirements. New Zealand Qualifications Authority 2016 14634 version 3 Page 4 of 4 3.5 Prisoner rations are coordinated and allocated in accordance with established procedures. 3.6 Day to day court operations are managed in accordance with established service level agreements and procedures. Element 4 Maintain court security and services documentation. Range log book, muster sheet, fixture list, receiving prisoners, legal documentation, warrants register, daily court data, daily diary, prisoner records. Performance criteria 4.1 Recorded information is complete, concise, accurate, and legible. 4.2 Court information is recorded in the required format and filed within scheduled timeframe according to organisation specifications. 4.3 Ongoing checking of court schedules and information is made in conjunction with court registrars, receiving offices, and unit managers in accordance with established procedures. Please note Providers must be accredited by the Qualifications Authority, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by the Qualifications Authority before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP).
