Purpose
This unit standard is for people working as corrections officers in a prison and
covers the release of prisoners.
People credited with this unit standard are able to:

plan, check, and confirm prisoner release dates;

coordinate prisoner release;

release prisoner; and

Reference to terms, procedures and specifications in this unit standard includes
documented procedures and specifications relevant to the workplace in which
assessment is carried out.

All work practices shall meet documented enterprise quality management
requirements, including the documentation of activities, events, and decisions.

Assessment should be against the documented national policies and procedures and
prison specific procedures.
Elements and performance criteria
Element 1
Plan, check, and confirm prisoner release dates.
Range
discharge diary, current warrants, remand tracking form, manual, release
calculation sheet, prisoner file, New Zealand Parole Board (NZPB) decisions,
Integrated Offender Management System (IOMS), sentence planning and
management process.
Performance criteria
1.1
Prisoner file is researched and analysed to determine and confirm release date
in accordance with established procedures.
Range
1.2
changes to release date, remand days.
Produced discharge diary report is received and processed in accordance with
local procedures.

New Zealand Parole Board release dates are entered in the IOMS in
accordance with operating instructions.

Release date is checked and confirmed in accordance with established
operating procedures.
Element 2
Coordinate prisoner release.
Range
travel arrangements and warrants, liaison with other authorities, victim
notification, steps to freedom, trust accounts, prisoner property, parole
conditions, release checklist.
Performance criteria
2.1
Prisoner release documentation is coordinated, produced, checked, and made
available to receiving officer prior to prisoner release.

Relevant individuals, groups and agencies are notified of release in accordance
with the Policy and Procedure Manual requirements.

Element 3
Release prisoner.
Range
issue travel warrants, prisoner property, release documents.
Performance criteria
3.1
Prisoner is provided with travel warrant and personal clothing in accordance
with established procedures.
3.2
Prisoner checks property and signs property acknowledgement form which is
countersigned by corrections officer in accordance with established procedures.
3.3
Transport for releases is coordinated and processed in accordance with
established prison policy and procedures.
Range
3.4
to bus terminal, airport, town, Prisoners’ Aid and Rehabilitation
Society services.
Prisoner is released in accordance with confirmed release documentation,
statutory requirements and local operating instructions.

Document prisoner release.
Range

Performance criteria
4.1
Recorded information is complete, concise, accurate, and legible.
4.2
Release information is recorded in the required format and filed within
scheduled timeframe according to organisation specifications.
Please note
Providers must be accredited by the Qualifications Authority, or an inter-institutional body
with delegated authority for quality assurance, before they can report credits from
assessment against unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by the Qualifications Authority before
they can register credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
