Prison environment – any area, within a prison site or external to a prison site where prisoners are held, such as a cell block, within the prison perimeter, on a prison farm, in a vehicle transporting prisoners. Managers – people who hold the delegated authority. 4 Assessment range a Performance of the outcomes of this unit standard must meet all the principles of behaviour and criteria as detailed in the Prison Services Operations Manual (PSOM), Department of Corrections (available at http://www.corrections.govt.nz/policy-and-legislation/ps-operations-manual.html), the Department of Corrections Code of Conduct, other documented national policies and procedures, and prison-specific procedures. b The range statements in this unit standard must be applied according to prisonspecific equipment, procedures, and processes. Outcomes and evidence requirements Outcome 1 Plan prison work party activities and requirements. Range may include but is not limited to – work location and instructions, work outcomes, learning outcomes, prisoner identities and numbers, work hazards, prisoner qualifications and skills, instructor liaison; evidence of five is required. Range 1.2 may include but is not limited to – maintenance plan, service level agreements, work plan, budgets, product or service outcome; requirements may include but are not limited to - plan, learning outcomes, tool and/or uniform requirements, transport requirements, food requirements. Identify and coordinate other areas and individuals that impact on the work party to ensure the plan is able to be implemented. Range areas may include but are not limited to – kitchen, medical; individuals may include but are not limited to – instructors, prison services staff, prisoners, ITO staff, managers, work party officers. 1.3 Identify and coordinate safety and security requirements for the work party and work site. 1.4 Complete concise, accurate, legible work plans in the required format. 1.5 Produce budget information for work plans. 1.6 Plan and coordinate purchase of resources. Outcome 2 Assemble and confirm prisoner identity, and escort prison work party. Evidence requirements 2.1 Confirm work party member identity and appearance and complete muster check. 2.2 Check work equipment and resources. Range 2.3 Identify, check, and operate security equipment. Range 2.4 may include but is not limited to – tools, fuel, materials, safety equipment, first aid equipment. may include but is not limited to – radio, phone, alarm, transport; evidence of two is required. Escort work party to work site, set up site, and complete work party muster check. Outcome 3 Supervise prison work party. Range 3.2 may include but is not limited to – site hazards, allocation of duties, work plan, equipment use, work routine, safety requirements, prisoner competence. Manage and supervise prisoner activity, behaviour, and performance. Range may include but is not limited to – site hazards, allocation of duties, work plan, equipment use, work routine, safety requirements, prisoner competence. 3.3 Conduct work party musters. 3.4 Respond to incidents in a manner that reflects the current situation, work location, and severity of the incident. 3.5 Maintain ongoing communication with the prison. 3.6 Comply with prisoner safety and security requirements. Range 3.7 safety induction, hazard identification, out-of-bounds areas, work instructions. Monitor equipment status and condition in accordance with manufacturers’ specifications. Outcome 4 Instruct and assess prisoners. Evidence requirements 4.1 Identify prisoner work skills and competence in accordance with established trade standards. Range unit standards, skill checklists, qualifications. 4.2 Instruct and coach prisoners in work activities in a manner that reinforces prisoner learning. 4.3 Assess prisoner work skills according to the unit standard and assessment material. 4.4 Give feedback on prisoner performance in a positive and reinforcing manner in accordance with established adult learning practices and principles. Outcome 5 Prepare for and return work party to prison. Evidence requirements 5.1 Carry out final work party muster prior to return to prison. 5.2 Check work equipment and resources and store securely. Range may include but is not limited to – tools, fuel, safety equipment, first aid equipment, materials. 5.3 Check work site is cleaned and rubbish removed. 5.4 Escort work party to prison and complete work party muster check. Outcome 6 Produce completed prison work party documentation. Range may include but is not limited to – work reports, timesheets, job status, equipment status, prisoner payment, training records, maintenance plans, work schedules. Evidence requirements 6.1 Base prisoner remuneration on the prisoner’s performance and conduct. 6.2 Complete documentation in accordance with sentence planning and management procedures. 6.3 Record information completely, concisely, accurately, and legibly and in the required format and completed within scheduled timeframe.
