Explanatory notes
1 Definitions
Legislation includes but is not limited to – Fisheries Act 1996 and its associated regulations.
Returns refer to those that are required by commercial seafood companies to comply with the Fisheries Act 1996.
2 For the purpose of this unit standard, candidates are required to select and generate evidence for one seafood company.
3 This unit standard applies to commercial seafood companies who are operating under the Fisheries Act 1996.
Outcome 1
Describe the returns required by New Zealand seafood legislation.
Range may include but is not limited to
– Monthly Harvest Returns (MHR), Catch Effort and Landing Return (CELR), Catch Landing Return (CLR), and any other returns as required by Section 190 of the Fisheries Act 1996; evidence relating to three types of return is required.

Evidence requirements
1.1 The description identifies the purpose of the returns required by New Zealand seafood legislation.
1.2 The description includes the penalties for non-compliance associated with the returns as specified in New Zealand seafood legislation.

1.3 The description identifies the reporting requirements and relevant organisation for filing each of the returns required by New Zealand seafood legislation.
Range may include but is not limited to – New Zealand Seafood Industry
Council Ltd (SeaFIC), FishServe, Ministry of Primary Industries
(MPI).

Prepare and report the returns required by New Zealand seafood legislation.

Evidence requirements
2.1
The seafood company’s policies and procedures are identified and complied with in terms of prioritising, collecting, collating, preparing and reporting returns, and record keeping.
2.2 Office and relevant industry programmes are used in accordance with company policies and procedures.
Range may include but is not limited to – computerised, paper, FishServe.
2.3 The returns are prepared and reported in accordance with the requirements of
New Zealand seafood legislation for timeliness and completeness.
