Assessment against this unit standard is to be carried out within the context of an
organisation operating under a current, valid Rail Licence issued in accordance with
the provisions of the Railways Act 2005. The organisation’s operating rules, codes,
and instructions, referred to in this unit standard, are those the organisation has in
place to meet the requirements of the Rail Licence.

Competence is to be demonstrated on at least three safe work observations.

Definitions
Organisational procedures refer to documents that include: worksite rules, codes,
and practices; equipment operating instructions; documented quality management
systems; and health and safety requirements.

Relevant personnel refers to personnel who should be consulted with/reported to in
accordance with organisational procedures. This may include but is not limited to:
supervisor, site manager, signal operator, train controller, specialist technician
(telecommunications, signals, electrical etc).
Safe work observations refer to formal safety checks carried out on a regular basis.

Element 1
Plan and prepare for a safe work observation.
Performance criteria
1.1
Safe work observation is scheduled in accordance with organisational
procedures.

Relevant instructions and information are accessed in accordance with
organisational procedures.

schedules, non-compliance reports, personal safety and protective
equipment requirements, track protection requirements, safe
working procedures.
Permission is sought to work in electrified areas in accordance with
organisational procedures.

Conduct safe work observations in a rail environment.

2.1
Safe work observation schedule is followed in accordance with organisational
procedures.
2.2
Observation method appropriate for the conditions is employed in accordance
with organisational procedures.

2.3

moving rail vehicles, confined spaces, exposed conditions.
Personal safety and protective equipment is used in accordance with
organisational procedures.

may include but is not limited to – high visibility clothing, gloves,
safety glasses, headwear, footwear, hearing protection, portable
radios, handlamps, flags, safety devices.

Rail permission systems are followed in accordance with organisational
procedures.

Observation assesses personnel’s compliance with organisational procedures
for the use of personal safety and protective equipment.

3.1
Observation findings are reported in accordance with organisational procedures.

Recommendations are made for any remedial action required to ensure safe
operation of the rail network.

Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
