This unit standard is for people currently employed as regulatory compliance officers.

People credited with this unit standard are able to:

– prepare for educating and/or assisting regulated entities to achieve desired regulatory compliance outcomes; and

– educate and/or assist regulated entities to achieve desired regulatory compliance outcomes.

1 Definitions

Organisational requirements refer to instructions to staff on policies, procedures, and methodologies which are documented and are available in the workplace.

Te Tiriti o Waitangi ref ers to the Māori language text of the Treaty .

Treaty of Waitangi refers to the English language text of the Treaty .

2 Legislation and standards relevant to this unit standard include but are not limited to:

State Sector Act 1988:

Te Tiriti o Waitangi/Treaty of Waitangi; specific legislation mandating the powers and duties of a specific organisation with respect to its regulatory compliance role and/or any other legislation applicable to a particular regulatory compliance situation (e.g. Fisheries Act 1996, Resource

Management Act 1991); and any subsequent amendments and replacements.

3 Range a Demonstration of knowledge and skills must be consistent with any applicable code or codes of conduct such as the New Zealand State Services Code of

Conduct, Standards of Integrity and Conduct (available from http://www.ssc.govt.nz

) and/or any other agency specific code or codes of conduct and/or ethics. b Evidence must be from at least three different instances of educating and/or assisting w ithin the scope of the candidate’s role and which require preparation.

Outcomes and evidence requirements

Outcome 1

Prepare for educating and/or assisting regulated entities to achieve desired regulatory compliance outcomes.

Evidence requirements

1.1 Identify education and/or assistance objectives consistent with the outcomes sought by a regulatory compliance organisation.

1.2 Source information and/or materials that support achieving the outcomes.

Outcome 2

Educate and/or assist regulated entities to achieve desired regulatory compliance outcomes.

Evidence requirements

2.1 Identify the compliance area that regulated entities are to be informed about and/or assisted with.

2.2 Select the appropriate education and/or assistance activity consistent with candidate’s organisation’s regulatory model.

2.3 Provide information and/or assistance in a manner likely to encourage compliance consistent with candidate’s organisation’s regulatory model, mandate and priorities, organisational requirements, and consistent with ethical standards.

Range ethical standards may include but are not limited to

– code of conduct, State Sector Act 1988, lawful conduct, integrity, objectivity.

2.4 Conduct information and/or assistance activity using effective communication, within authorisation, consistent with organisational requirements.

Range communication may include but is not limited to – active listening, demonstrating empathy, building rapport whilst maintaining appropriate boundaries, use of questions to obtain and clarify information.

2.5 Complete any education and/or assistance reporting documentation to organisational requirements.
