Special notes 1 Definitions Needs assessment refers to a process involving the analysis and assessment of factors to identify resources required to complete a specific task; Industry procedures refer to all workplace requirements in operation in casinos. These may include, but are not limited to, relevant statutory and regulatory requirements, Minimum Operating Standards, Gazetted Rules, Licence Conditions, and procedures described in training courses for the conduct of games, as approved by the Department of Internal Affairs or the Gambling Commission respectively. Industry procedures may also include procedures specific to an enterprise involved in the casino gaming industry. These additional enterprise procedures may include, without limitation, quality assurance, documentation, security, communications, health and safety, and personal behaviour. New Zealand Qualifications Authority 2016 12792 version 4 Page 2 of 3 2 The Gambling Act 2003 is the main piece of legislation relevant to this unit standard together with associated legislation and/or regulations, including but not limited to the: Health and Safety in Employment Act 1992, Crimes Act 1961, Summary Offences Act 1981, Trespass Act 1980, Evidence Act 2006. 3 Persons intending to work as a casino surveillance operator require a Certificate of Approval issued by the Department of Internal Affairs. Elements and performance criteria Element 1 Brief staff on casino surveillance issues. Performance criteria 1.1 Compliance issues and any incidents likely to be encountered in a casino are described to staff in accordance with industry procedures. Range 1.2 criteria include but are not limited to – indication, probability, cause, nature, characteristics, effect; evidence of a minimum of three briefings is required. Immediate and consequential risks arising from compliance issues and any incidents are explained to staff in accordance with industry procedures. Range risks include threats to – personal safety; the safety of others; assets. 1.3 Surveillance methods to be used to monitor risks and detect compliance breaches are explained to staff in accordance with industry procedures. 1.4 The effects of incidents and breaches on casino operations are explained to staff in accordance with industry procedures. Element 2 Lead and support casino surveillance staff. Performance criteria 2.1 Duties and activities are prioritised and allocated to surveillance staff in accordance with industry procedures. 2.2 Performance of surveillance staff is monitored, and staff are mentored in accordance with industry procedures. 2.3 Staff response to incidents and compliance issues is monitored, and reports are recorded in accordance with industry procedures. Element 3 Analyse casino incidents and compliance breaches, and determine response. Performance criteria 3.1 Casino incidents and compliance breaches are analysed in accordance with industry procedures. 3.2 Responses are appropriate to the incident or breach and ensure the safety of staff and the public in accordance with industry procedures. Element 4 Ensure information resulting from casino surveillance is disseminated. Performance criteria 4.1 Information related to compliance issues and any incidents is compiled and notifications are carried out accordance with industry procedures. 4.2 Post-incident procedures are carried out in accordance with industry procedures. 4.3 Post-incident communication to staff is consistent with the nature of the incident or breach and industry procedures. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP).
