NZQA registered unit standard 21563 version 3 Page 1 of 4 Title Demonstrate knowledge of the HSNO Act, and NZS 8409:2004 for the use of agrichemicals Level 3 Purpose Credits 5 This unit standard is for people working in the primary sector who require knowledge of, and are responsible for, the preparation and application of agrichemicals. People credited with this unit standard are able to demonstrate knowledge of: the Hazardous Substances and New Organisms (HSNO) Act 1996, and NZS 8409:2004 for the safe, effective, and responsible use of agrichemicals. Classification Primary Sector > Plant Pest, Weed, and Disease Control Explanatory notes 1 Legislation and regulations relevant to this unit standard include but are not limited to – Health and Safety in Employment Act 1992; HSNO Act 1996; Agricultural Compounds and Veterinary Medicines Act 1997; Resource Management Act 1991; Land Transport Act 1998; Land Transport Rule: Dangerous Goods 2005; local regional and territorial authority regulatory requirements. 2 The New Zealand Standard applicable to this unit standard is NZS 8409:2004 Management of agrichemicals, or subsequent replacement, available from http://www.standards.co.nz. 3 Definition Agrichemical – any substance, whether inorganic or organic, man-made or naturally occurring, modified or in its original state, that is used to eradicate, modify or control flora and fauna. It is a subset of agricultural compounds and includes pesticides, spray additives, fertilisers, vertebrate pest control products, and oral nutrition products. Evidence requirements 1.1 The HSNO Act is described in terms of obligations and liabilities of a person seeking Approved Handler certification. Range 1.2 accessing the HSNO Act and relevant regulations, purpose of the HSNO Act, principles of the HSNO Act, offence provisions, defence provisions, penalties, liabilities, effect of a compliance order. The purpose and format of the HSNO Act hazard classification systems are described in relation to NZS 8409:2004. Range hazardous substance – properties, classes, subclasses, hazard classification, controls. Outcome 2 Demonstrate knowledge of NZS 8409:2004 for the safe, effective, and responsible use of agrichemicals. Evidence requirements 2.1 The principles underlying the use of agrichemicals are described in accordance with NZS 8409:2004. Range 2.2 The land transportation of agrichemicals is described in accordance with NZS 8409:2004. Range 2.3 two of – risk management, responsibility, information, product information sources, documentation and licensing, tracking, competency of user (Approved Handler certification). two of – responsibility, general requirements, dangerous goods for agricultural use, emergencies, competency of person transporting, maximum transport quantities (MTQ). The storage of agrichemicals is described in accordance with NZS 8409:2004. Range two of – responsibility, competency of user (Approved Handler certification), suitable storage facilities.
