Purpose
This qualification is designed for people working in civil infrastructure industries who have
individual responsibility for protecting health, safety, and the environment. The
compulsory section specifies knowledge of safety and emergency response and essential
skills in first aid, fire fighting, communication, and safe work practices. The elective
section allows people to select outcomes relevant to their particular work such as those
relating to temporary traffic management, location of services, confined space work,
slinging, lifting, and placing with an excavator or loader, and/or working with hazardous
substances.
This qualification is a prerequisite for the National Certificate in Civil Infrastructure Health,
Safety, and Environment (Supervision) [Ref: 1179].
People who have completed this qualification can continue a career pathway onto the
National Certificate in Pavement Surfacing (Chipseal Supervision) with optional strands in
High Capacity Roads, Emulsions, and Polymers [Ref: 0197], the National Certificate in
Civil Construction Supervision with optional strands in Demolition, Drainage, Earthworks,
Survey and Set Out, High Capacity Highways, Road Construction, Road Maintenance,
Traffic, and Training Ref: [Ref: 0209], and the National Certificate in Demolition (Site
Supervisor) (Level 4) [Ref: 1087].
Special Notes
The unit standards required for the Operate Safe Bronze Card are included in the
compulsory section of this qualification. For further details about this approved

Requirements for Award of Qualification
This qualification will be awarded to people who have met the requirements of the
compulsory and elective sections.
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in the Qualifications Authority Rules
and Procedures publications available at www.nzqa.govt.nz/ncea/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions and
retain their identification number (Id). Any version of a standard with the same Id may be used to meet
qualification requirements that list the Id and/or that specify the past or current classification of the standard.
