Purpose
This qualification is designed for people working in the public sector who need to use and
interpret statistics as part of their job role.
The qualification covers the skills and knowledge required for interpreting and using
statistics to form conclusions and to make management, organisational or government
policy recommendations in a public sector context.
Credit gained in this qualification may be used towards meeting the requirements of the
elective sections of the following qualifications:
 National Diploma in Business (Level 5) with optional strands in Accounting, Finance,
Finance – Māori, Health and Safety Management, Human Resource Management,
Māori Business and Management, Marketing, People Development and Coordination,
Project Management, Quality Management, and Systems and Resources Management
[Ref: 1498].
 National Diploma in Business (Level 6) [Ref: 1499].

Requirements for Award of Qualification
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand
Qualifications Authority (NZQA) Rules and Procedures publications available at
http://www.nzqa.govt.nz/ncea/acrp/index.html.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements
Version 2
Version 2 was issued following review to update details of reviewed standards in the
Public Sector Core Skills domain.
Changes to structure and content:
 The elective section was removed.
 The newly developed standard 25440 has been added to the Compulsory section of
the qualification.
 The level of the qualification increased from 4 to 5.
 The level of standards 23268 and 23270 increased from 4 to 5.

Candidates may either complete the requirements of version 1 before 31 December 2011,
or transfer to version 2.
All new candidates will be enrolled in programmes leading to version 2 of the qualification.
Programmes leading to the award of version 2 of the qualification can begin upon
registration of this version.

before they can register credits from assessment against standards. Accredited providers and Industry
Training Organisations assessing against standards must engage with the moderation system that applies to
