Purpose
This qualification is for people employed in the public sector who hold, or seek to hold,
positions of leadership. An understanding of the public sector ethical context is a key
component of developing our future leaders, and this competency is reflected in the
qualification. The importance of interpersonal communication skills in team leadership and
facilitation is also reflected.
This qualification is part of a series of leadership qualifications for the public sector. It
shares credits with and may lead on from the National Certificate in Business (First Line
Management) (Level 4) [Ref: 0649] although the structure of the qualifications differ.
This certificate has been designed to lead on to the National Diploma in Public Sector
Management (Leadership Development) (Level 6) [Ref: 1419].

Requirements for Award of Qualification
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand
Qualifications Authority (NZQA) Rules and Procedures publications available at
http://www.nzqa.govt.nz/ncea/acrp/index.html.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Coordinating People standards.
Changes to structure and content
 standard 7452 has been replaced by standard 25463
 the title, subfield, domain, and credit value of reviewed standards 8493 and 19588
have been updated
 the subfield, domain, and level of reviewed standard 8495 have been updated
 the subfield and domain of standard 8496 have been updated
 the minimum credits required in the elective section have been reduced from 6 to 3 to
maintain the qualification credit total at 85.

Existing candidates may either complete the requirements for version 2 or transfer to
version 3.
This qualification contains a standard that replaces an earlier standard. For the purposes
of this qualification people who have gained credit for the expiring standard will be exempt
from the requirement to gain credit for the replacement standard – see table below.
