Purpose
The National Certificate in Youth Work (Level 4) [Ref: 0669] is a qualification for people
who are working or wish to work as paid or unpaid youth workers in youth organisations.
Some of these people may be or may have been youth leaders who wish to become youth
workers, and who are contributing to the implementation of youth programmes and
projects under professional and managerial supervision.
People awarded this qualification are able to establish and maintain relationships with
young people within a framework of Te Tiriti o Waitangi, ethics, and relevant legislation.
They can participate in teams and groups in youth work settings with a focus on the
development and safety of young people. Their work is informed by knowledge of alcohol
and drug issues, human development, health, law, leadership, and safety management.
This is the base qualification for youth workers. It leads on to the National Diploma in
Youth Work (Level 6) [Ref: 0670], which is the national qualification for professional youth
work. Some of the standards included in this qualification are also in the National
Diploma.
Special Notes
It is recommended that people participating in a programme that leads to award of the
National Certificate in Youth Work (Level 4) hold a current First Aid Certificate.

Requirements for Award of Qualification
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand
Qualifications Authority (NZQA) Rules and Procedures publications available at
http://www.nzqa.govt.nz/ncea/acrp/index.html.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same Id may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Version 5 was issued following review, in order to make changes to structure and content.
Changes to structure and content
• standards 497, 4249, 6401, 6402, 13102, 16867, and 18290 were removed
• a special note was added recommending that people participating in a programme that
leads to award of this qualification hold a current First Aid Certificate
• standards 16849, 22250, and 22252-22256 were added
• standard 16848 was replaced by standard 22252
• the credit total increased from 120 to 121 credits
• the elective section was removed.

People currently working towards version 4 of this qualification may complete that version
or transfer to version 5.
It is not intended that anyone be disadvantaged by this revision, and the above
arrangements have been designed for a smooth transition. However, anyone who feels
they have been disadvantaged may appeal to Te Kaiāwhina Ahumahi at the address
below.
All versions of the qualification will be recognised by Te Kaiāwhina Ahumahi Social
Services Industry Training Organisation.
This qualification contains a standard that replaced an earlier standard, and a standard
that has similar outcomes that has been exempted. For the purposes of this qualification,
people who have gained credit for the standards are exempt from the requirement to gain
credit for the new standards – see table below.

before they can register credits from assessment against standards. Accredited providers and Industry
Training Organisations assessing against standards must engage with the moderation system that applies to
