NQF Ref Version 1170 Page 1 of 7 3 National Certificate in Public Sector Compliance Management (Road Transport) (Level 4) Level 4 Credits 95 Purpose This stand alone qualification recognises the knowledge and skills required to perform the duties of a transport officer within the New Zealand Transport Agency (NZTA). The qualification is designed to increase professionalism and qualify employees within the road transport compliance and regulatory management sector by recognising the skills required by these role holders. People who achieve this qualification will be able to carry out compliance, regulatory management, and advisory responsibilities within NZTA; know the extent of their powers and the procedures they must follow: and be able to communicate appropriately in a road transport compliance and regulatory management context. The compulsory section covers a range of generic communication and compliance skills which are relevant across a range of compliance contexts and roles, and which are included in other compliance qualifications. It also contains standards which can help candidates progress to the National Certificate in Business (First Line Management) (Level 4) [Ref: 0649]. The elective section contains a range of prosecution, writing, negotiation, driver licensing, generic management, and adult education knowledge and skills that are widely applicable in the road transport industry. This section allows candidates to select the most appropriate standards for their role as a transport officer. Special Notes Recognition of current competence: Many officers already working in compliance and regulatory management will already have the competence in the outcomes specified in individual standards in this qualification. Those people are able to seek recognition of current competence through workplace assessors or accredited providers. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Changes to structure and content Overall credit value was reduced from 110 to 95 Credit value of the Compulsory was reduced from 87 to 84 Credit value of the Elective was reduced from 23 to 11 Standards 9692 and 9696, which were previously available from the Elective, moved to the Compulsory Standards 16614, 17602, 18959, 19904, and 24089 were added to the Compulsory Standard 10425 was removed from the Compulsory and standards 111, 3488, 3491, 4243, 4244, 11095, and 11285 were moved from the Compulsory to the Elective Domain First Line Management in the Elective was replaced by domain People Development and Coordination Expired and expiring standards 1770-1775, 15164, and 20341 were removed from the qualification Standards 2784 and 6401 were also removed from the qualification The entry flowchart was removed from the qualification document. For the purposes of this qualification, people who have gained credit for the standards in the expired domain are exempt from the requirement to gain credit for standards in the replacement domain – see table below. The last date for assessment for previous versions of the qualification is 31 December 2010. As there are no candidates currently working towards versions 1 or 2 of this qualification there are no transition implications, and all new candidates will be enrolled in version 3 of the qualification. This qualification contains a classification that replaces an earlier classification that has lapsed. For the purposes of version 3 of this qualification, people who have gained credit for standards in the lapsed domain may continue to use those credits to meet the qualification requirements of the Elective.
