People credited with this unit standard are able to for a
selected Māori organisation; identify and analyse the human
resource potential, analyse education and training needs,
analyse human resource management planning strategies, and
design a human resource management plan.

Selected Māori organisation refers to one of either a whanau based, hapu based, or
iwi based organisation or an urban Māori authority.

A key concept is the issue of developing the potential of the constituents or
membership of the particular organisation as well as the staff within the organisation
itself. Constituents can include descendants of the whanau, hapu or iwi,
beneficiaries of land or other interests, or constituents served by an urban Māori
authority. Therefore, human resources can include the staff as well as other
constituent groups.

Outcome 1
Identify and analyse the human resource potential of a selected Māori organisation.
Evidence requirements
1.1
The impact of unemployment in relation to the organisation’s constituents is
identified.

1.2
Impact of raupatu and subsequent claim negotiations and settlements are
analysed against the human resource needs of the organisation.
1.3
Analysis includes a definition of the organisation’s constituents.
Outcome 2
Analyse education and training needs of a selected Māori organisation.
Evidence requirements
2.1
Educational and training requirements of industry sectors of relevance to the
organisation are analysed.
Range
industry sectors may include but are not limited to – farming,
forestry, fishing, horticulture, service, manufacturing, mining,
energy.
Evidence of any two sectors.
2.2
Education and training options for potential personnel and constituents are
analysed.
2.3
Strategies to ensure access for constituents to education and training are
evaluated.
Range
strategies may include but are not limited to – educational
scholarships, joint ventures with corporate groups, recruitment
policies, time out for employees to access training.
Evidence of any three strategies.
2.4
Cost benefit analysis of supporting constituents through scholarship
programmes are generated.
2.5
Strategies to negotiate with education providers, programmes provision for the
organisation’s constituents are identified.

3.1
Effectiveness of historical approaches to human resource management and
planning used by the organisation are analysed.
3.2
Method and success of scholarship and apprenticeship models is analysed in

Strategic goals and objectives of the organisation are analysed.

Outcome 4
Design a human resource management plan for a selected Māori organisation.
Evidence requirements
4.1
Employment, education, and training environments are analysed to determine
optimum training and career path options.
4.2
Stocktake of skills set amongst targeted staff and constituents is conducted.
4.3
Human resource objectives are developed through analysis of organisation’s
founding documents and consultation with key individuals and groups.
4.4
Strategic options to meet the organisation’s human resource objectives are
provided for the short and long term.
4.5
Design of the organisation incorporates kaupapa and tikanga Māori.
