This unit standard is designed for people who work or intend to
work as instructors in cyclist skills training.
People credited with this unit standard are able to apply
knowledge of road traffic environments required by a cyclist
skills training instructor.

Explanatory notes
1
It is recommended a cyclist skills training instructor must be able to:
- demonstrate knowledge of road traffic environments and hold a current drivers
licence;
- demonstrate cycling experience of complex road traffic conditions;
- hold a current First Aid certificate; and
- complete a satisfactory police check when working with school children.

Legislation, rules, and codes relevant to this unit standard may include but are not
limited to – Crimes Act 1961, Health and Safety in Employment Act 1992, Education
Act 1989; Injury Prevention, Rehabilitation, and Compensation Act 2001, Land
Transport (Road User) Rule 2004.

Definitions
Guideline for cyclist skills training instructors refers to Cyclist skills training – A guide
for the set-up and delivery of cyclist training in New Zealand, available from New
Zealand Transport Agency, http://www.nzta.govt.nz/resources/cyclist-skills-trainingguide/. The Guideline includes guidance to the core skills, exercises, observable
outcomes, defined road traffic environments, course duration including number of
lessons per course, and course objectives for beginner, intermediate, and advanced
cyclist skills training courses.

Local roads are roads that provide access and connectivity for a local area. Low
vehicle speeds, pedestrian and local amenity values predominate.
Connector/collector roads are roads that provide circulation in local areas and links to
arterial roads, while balancing this with pedestrian and local amenity values. Higher
vehicle speeds and access for all modes of transport including public transport
predominate.
Arterial roads are roads that provide access between connector/collector roads and
major arterial roads (minor arterial road) or connect major sectors of a large area to
other external areas (major arterial road). These roads typically have higher
operating speeds and volumes than local or connector/collector roads.

Evidence requirements
1.1
Pre-ride safety check is undertaken in accordance with The Official New
Zealand Code for Cyclists.
1.2
Behaviour in road traffic environments is in accordance with The Official New
Zealand Code for Cyclists and the Code.
1.3
Cycle handling skills on roads demonstrate understanding of the Guideline’s
core skills.
Range
1.4
cycle handling skills include but are not limited to – surveillance,
hazard identification, indicating intentions, establishing eye
contact, appropriate positioning in traffic, safe braking.
Knowledge of road hierarchy is applied to road traffic environments to develop
local on-road routes for cyclist skills training lessons.
Range
road hierarchy – local roads, connector/collector roads, arterial
roads.
1.5
Road traffic volumes are interpreted in terms of low, medium or high traffic and
used to modify on-road routes for cyclist skills training lessons as required.
1.6
Risk from other road users is assessed and managed in time to avoid or reduce
risk.
1.7
Road and hazard awareness is applied in road traffic environments and
demonstrates ability to respond safely to traffic conditions and other road users.
Range
may include but is not limited to – traffic controlling devices,
network configuration, traffic volumes, differing weather, road
hazards, roadside hazards.
