Senior Short Term Expert(s) (STE) for
The Regional Conference CSO Sustainability in the IPA Countries
Background of the assignment
The general objectives of this project is to strengthen the overall capacities and accountability of
the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of
the project are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
An important activity under this heading is the implementation of regional conferences, which aim
to increase the capacity of CSO representatives from the region in a number of key areas related to
CSO development and management. For this purpose we are organizing a regional conference “Civil
Society Organizations’ Sustainability in the IPA Countries”.
Scope of the assignment
The STEs will provide TACSO with the following services in relation to the regional conference on
the CSO Sustainability in the IPA Countries (Belgrade, 23 - 25 March 2011):
- Introducing conference participants (CSOs) to the best practice examples related to
different aspects of the CSO Sustainability
- Facilitating conference working group (participants’ discussion on various aspects of CSO
Sustainability)
- Devising recommendations on further national and regional Action Points for the CSO
Sustainability in the IPA Countries.
Note: The official language of the Conference will be English, there will be no translation.
Deliverables/results and deadlines
1. Presentation for the Plenary sessions (including PPP and handouts for participants) – until
05 March 2011.
2. Presentation at the conference and facilitation of the working groups – 23 – 25 March,
2011.

Location of assignment
Belgrade, Serbia.
Duration and timing of the assignment
The assignment is planned to take place during 23 – 25 March 2011 for a total of 3 working days
including preparations and reporting for each CSO Sustainability presentation and working group
facilitation.
STE Profile:





Prominent, recognized, professional and experienced with CSO environment (min 10 years).
Proven records for at least 10 years of experience in CSO development and management.
Strong knowledge and experience in presentations and facilitations in conferences and
workshops.
Excellent reporting skills and experience.
Excellent communication skills in English and in command of one of languages in the IPA
region.
Applicants must be independent and free from any conflict of interest. Note that civil servants and
other staff of a beneficiary public administration may not be recruited as STE unless to prior written
approval has been obtained from Contracting Authority.
Monitoring and evaluation of the STE
The STE will deliver a mission report to the Team leader before receiving remuneration.

 Letter with description of CSO Sustainability case/theme to be presented.
 CV with the min two references of the previous assignment
