The Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA countries and Territories“ (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244/99, Montenegro, Serbia and Turkey), Technical Assistance for Civil Society Organisations (TACSO) project, EuropeAid/127427/C/SER/Multi, is lead by SIPU International AB on behalf of a consortium from Bosnia and Herzegovina, Poland, Romania and Turkey. The Project. The general objectives of the project is to strengthen the overall capacities and accountability of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee a quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to increase and improve the capacities and actions of CSOs and to improve the democratic role of CSOs. More information can be found on www.tacso.org The position The CSO Capacity Building Expert (CSO CB Expert) will be based in Sarajevo and will be responsible for delegated tasks including the coordination and administration of technical assistance of the Regional office, eight local offices and the contractor, SIPU International. Key responsibilities Based on requests from the Team leader and the Resident advisors, assist with technical advice and support in all human and institutional capacity development activities conducted as part of the project work plan. Example of key responsibilities: Preparation of technical documents and reports, commenting on draft reports from other staff members, organisation of workshops and seminars, collaboration with stakeholder organisations, and other similar tasks. Continuously providing support for the further development and implementation of the regional and national capacity building and training programmes, including evaluation of incidental requests . The expert will participate in the identification of additional training topics. Contribute to the quality of all technical products and ensure that they fulfill the ToR and project work plans. Coordinate the use of Short Term Experts (STEs) and ensure that formalities on assignments are in accordance with EU and SIPU International standards. Support the dissemination of information via those responsible and the communication staff and TACSO Web sites. Support the internal staff competence development and internal consultative meetings on issues related to CSO development. Substitute the Team leader, when he is out ofthe office. Qualifications, experience and competences. We are looking for an expert with an international background and with an MBA or Masters in a field related to CSO development. Furthermore, we expect the expert to have a minimum of eight years of work experience in capacity building or related tasks in the civil society environment. Expected competences: Strong leadership and interpersonal skills. Experience in working with the development of projects (preferably EU-funded) in the field of CSO capacity building or in informal adult education. Excellent analytical skills and the ability to communicate in writing in a pedagogical and convincing manner. Experience in the facilitation of international meetings. Experienced in the administration of projects. Experience in working for international organisations. Familiarity with the CSO environment in the Western Balkans and/or Turkey. Full command of one of the languages spoken in the IPA region. Excellent communication skills in English. Excellent computer skills. The contract. The selected candidate will be offered six months x 15 days/month contract and with a possibility of a contract extension. Remuneration will be offered with concern to residence expenses.
