TERMS OF REFERENCE
For Junior Short Term Experts (STE) for Conducting
National Training Programs for CSOs in different Regions of Albania.
Background of the assignment
The general objectives of Technical Assistance for Civil Society Organizations – TACSO Project are to
strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA
beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in
the democratic process. The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
An important activity under this heading is the implementation of regional trainings, which aim to
increase the capacity of CSO representatives from the region in a number of key areas, including citizen's
participation, advocacy/lobbying and managing EU projects.
The main purpose of this assignment is to contribute to the TACSO project component: Training and
Capacity Building for CSOs by assisting in the implementation of Training Programs on:
1. Successfully Managing EU Funded Projects
2. Civic Participation in the Decision Making Process
3. CSO Management
4. Public and Media Relations for CSOs
5. Effective Writing Skills
6. How to apply for EIDHR funded Grants
for selected CSO representatives in different regions of Albania
Specific objectives of the training are:
To enhance the knowledge and skills of selected Albanian CSO representatives in the above mentioned
topics.

Scope of the Assignment:
Under the overall guidance of and coordination by the Resident Advisors of Albania, the duties and
responsibilities of the Short Term Junior Expert/Training Consultant are as follows:





Assist the Senior STE in preparing training modules on the above mentioned topics together
with supportive materials (handouts, case-studies, posters, media coverage, etc) that will be used
during the training activity.
Assist the Senior Short-Term Expert/Training Consultant in delivering the training programs
for selected CSO representatives from different regions of Albania;
Develop, in coordination with the TACSO Albania resident Advisor, a detailed description of a
practical assignment to be carried out, upon completion of the training programs.
Assist the Senior STE in developing and completing a questionnaire/evaluation tool for the
different aspects of the training courses and if appropriate during the follow-up period.
Assist the senior STE in preparing the training report one week after the completion of training
activity highlighting the training delivery process, results achieved, participants’ satisfaction with
the trainer and training methodology, main conclusions and recommendations for future
activities, etc. Part of this report will also be annexes containing the main products created by
participants during the training program.
Activities to be carried out:




Determining in conjunction with the Senior STE the most effective delivery methods and
applicable training instruments for the participant group to achieve the training objective and
measurable outcomes, including appropriate adult learning techniques (interactive approach,
short lecturers, group work discussions, case studies, etc).
Assist the Senior STE in preparing a comprehensive training package (training manual, handouts,
case studies, guidelines etc) to be distributed in the course of conducting the training programs.
Draft standard evaluation documentation for each of the training sessions.
Prepare in conjunction with the Senior STE, reports of training content and results as stated
under Scope of Assignment
Location of assignment.
Tirana, Shkodra, Gjirokastra, Vlora, Berat, Korçe, Elbasan
Duration and timing of the assignment
The assignment is planned to take place during the following period:
 First Training Module: January-February, 2011;
 Second Training Module: March, 2011;
 Third Training Module : March 2011;
 Forth Training Module: May - June, 2011.
 Fifth Training Module: March – April, 2011;
 Sixth Training Module: February-March, 2011;
 Reporting: One week after completion of each training module.

Profile of the STE:





University degree in social sciences, advanced degree is an asset.
At least 5 years working experience with civil society in Albania.
At least 3 years training experience with CSOs or relevant organizations, with a specific focus on
Managing EU Funded projects, CSOs Management, PR and Media Relation, Effective Writing
Skills and Application procedures for EU funds.
Excellent facilitation and communication skills
Fluent in English, any local language is an asset
Applicants must be independent and free from any conflict of interest. Note that civil servants and other
staff of a beneficiary public administration may not be recruited as STE unless to prior written approval
has been obtained from Contracting Authority.
Monitoring and evaluation of the STE:
The activity will be monitored by the Resident Advisor of Albania.
