TERMS OF REFERENCE
For Research on Visibility and Public Perception of CSOs in Croatia
Background of the assignment
The general objectives of this project are to strengthen the overall capacities and accountability of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to:
increase and improve the capacity and actions of CSOs and to
improve the democratic role of CSOs.
An important activity under this heading is raising visibility, increasing knowledge and gaining insight on visibility and public perception of CSOs in Croatia .
Scope of the assignment
Main goal of this assignment is to provide an insight into the most relevant changes regarding visibility and public perception of CSOs in Croatia during the last decade. In order to ensure comparability of results, it is expected that the research methodology will follow, to the extent possible, methodology applied in previous research conducted on the same topic in Croatia.
Activities to be carried out
Develop research methodology that will take into account methodology applied in research previously conducted in Croatia on the same topic

Conduct the research according to the previously agreed methodology;
Prepare preliminary report and present results to an audience selected by TACSO
(preferably by mid May 2012)
Prepare the final report.
Deliverables/results
By the end of the assignment, the Outsource organisation should have finalized or delivered:
Conducted research on visibility and public perception of CSOs in Croatia

. Please note that the publication, in addition to the results of the research conducted in 2005, provides references to similar research.
Prepared a report on research result in Croatian with and executive summary in English.
Report needs to be of publishable quality.

Croatia
Duration and timing of the assignment
The assignment needs to be conducted from February until September 2012.
Monitoring and evaluation of the Organisation
The activity will be monitored by the TACSO Croatia Resident Advisor and Team Leader.
The Organisation will deliver a final report in Croatian language, with an Executive Summary in
English, to the TACSO Croatia Resident Advisor before remuneration.
