“Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and
Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo, Montenegro, Serbia
and Turkey), EuropeAid/127427/C/SER/Multi – additional services”
TERMS OF REFERENCE
for Short-Term Experts (STE) to facilitate/moderate sessions during the conference “Civil
Society Transformations on the Way to the European Union” (Zagreb, 17 – 19 April 2013)
Background of the assignment
The general objectives of this project are to strengthen the overall capacities and accountability
of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the
quality of services of CSOs and a sustainable role of the CSOs in the democratic process.
An important crosscutting component of the project is to contribute to strengthening the civil
society of the Western Balkans and Turkey within the EU accession process. With that purpose
in mind, TACSO Croatia, in cooperation with other TACSO offices, is organising an
international conference. The main objective of the conference is to articulate the lessons learned
in the course of the accession process, especially during the four years of TACSO’s presence in
the region, and to assist CSOs in the Western Balkans and Turkey to cope with the challenges
ahead.

Scope of the assignment
STE will provide assistance to the TACSO Office Croatia in the following:
- Developing final design of the event (2-3 plenary sessions, interactive discussions in World
Café or other appropriate formats)
- Preparing information materials for plenary sessions and interactive discussions
- Facilitating/moderating plenary sessions and interactive discussions
- Preparing final report in English
Deliverables/results
By the end of the assignment, the STE should have finalized or delivered:
- Developed final design for the conference “Civil Society Transformations on the Way to the
European Union”
- Prepared information materials for plenary sessions and interactive discussions
- Facilitated plenary sessions and interactive discussions
- Prepared reports on plenary sessions and interactive discussions
Location of assignment

This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion
on the Kosovo declaration of independence.

Duration and timing of the assignment
Up to 20 days in the period from 11 February until 15 May, 2012. We expect to engage a team of
3-4 facilitators with each team member having 2-5 working days (including preparation,
implementation and reporting).
Monitoring and evaluation of the STEs
The work will be coordinated by TACSO Croatia Resident Advisor. The STEs will deliver a
Final report to the TACSO Croatia Office before remuneration.
Profile of the STE
- University degree (advanced degree is an asset)
- Minimum 5 years of professional experience in the field of CSO capacities building
organizational development, partnership building and similar
- Proven professional experience in facilitating/moderating CS relevant events
- Proven professional experience in the curriculum development, design, creation of training
materials, manuals, execution of training programs, workshops etc.
- Proven professional experience in coaching/consulting/advising
- Good understanding of civil society development in Western Balkans and Turkey
- Good understanding of the EU accession process
- Strong computer literacy
- Fluency in written and spoken English
