for Short Term Expert(s) (STE/STEs) to
Assist TACSO BiH office in providing technical assistance to the process of drafting Strategy for Enabling and
Supportive Environment for Civil Society in BiH
Background of the assignment
General objective of TACSO project is to strengthen the overall capacities and accountability of the Civil Society
Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a sustainable role of the
CSOs in the democratic process. The main objectives of the project are:
 To increase and improve the capacity and actions of CSOs and
 To improve the democratic role of CSOs.
Objectives
Within the TACSO 2 Component 4- Relationship between CSOs and External Stakeholders expected result are related to
intensifying cooperation and dialogue between CSOs, government and private sector at local, state and regional level.
Technical assistance needed in the process of drafting Strategy for Enabling and Supportive Environment for Civil
Society communicated by the members of the Working Group (consisted of representatives of five CSOs networks and
government institution of BiH) is aimed at obtaining professional analysis of exiting legislation framework influencing
work of CSOs, providing recommendations and potential solutions to be included in the Strategy and creation of
framework of working document for drafting Strategy that would serve as a base for further consultations within the
Working Group and with other stakeholders.
Following areas shall be analysed:
 Legal, institutional and financial framework for supportive environment for civil society in BiH and the Western
Balkans,
 Trends and models related to the supportive environment for civil society in the Western Balkans countries.
Methodology:
 Analysis of existing legislation related to the CSO environment and work of CSOs
 Review of documents collected and recommended by the Working Group
 Comparative analysis of legislation related to the work of CSOs in the Western Balkans region
Scope of Assignment
STE will have meetings with representatives of the Working Group and TACSO BiH (Working Group shall be represented
by minimum one representative of government institutions, one representative of CSO networks and facilitator).
Following meetings will be organized in this regard:
- Initial meeting
- Meeting for short presentation of findings and recommendations for Strategy document

Summary of all findings and recommendations (working material for presentation of content and structure of proposed
framework) will be forwarded through TACSO BiH Office to all members of the Working Group by February 29, 2012.
Report (proposed framework for content and structure for draft Strategy) will be forwarded through TACSO BiH Office
to be published at the web site of the Ministry of Justice of Bosnia and Herzegovina by March 16, 2012.
Results to be achieved by the expert:


Preliminarily report in B/H/S language- Basic design (analysis of the situation) and presentation of content and
form of proposed framework for draft Strategy to be prepared by the February 29, 2012.
Final report in both B/H/S and English language- proposed framework for draft Strategy to be prepared by the
March 15, 2012.
Location of Assignment
Sarajevo
Duration and Timing of Assignment
Period of time for completion of the assignment is from February 2012 till mid March 2012.
Maximum of 9 expert days will be available for the whole assignment. Expert days could be split between two experts
who apply together according to their filed of expertise described by this ToR.
Profile of the STE:
Qualifications and skills
 University degree in social sciences, advanced degree is an asset
 The expert should have proven minimum 5 years of professional experience
 Proven knowledge of EU legislation in this field
 Proven knowledge of legislation framework in relation to environment for work of CSOs in BiH and the
Western Balkans countries
 Excellent knowledge of civil society sector in BiH
 Proven experience in work on similar assignments in BiH and/ or counties of the Western Balkans
 Proven professional engagement in analysis of legal solutions in relation to the work of CSOs in Bosnia and
Herzegovina
 Computer literacy (MS Office)
 Fluency in written and spoken both B/H/S and English.
Applicants must be independent and free from any conflict of interest.
Monitoring and evaluation of the STE
The activity will be monitored by the TACSO BiH Resident Advisor.
Payment procedure
Payment of expert’s fee will be done after the assignment is completed.
Expert’s fee covers expert’s engagement as well as other costs that might occur during the assignment such as travel,
accommodation and communication costs.
Application Procedure
Deadline for application is January 30, 2012, by 3 PM
