TERMS OF REFERENCE Junior Short Term Expert (STE) for Drafting Process of the Kosovo Government strategy for Cooperation with Civil Society Facilitation of the Workshop Background of the assignment General objective of this project is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a sustainable role of the CSOs in the democratic process. Very important component of the project is to strengthen the dialogue between civil society and other government institutions with the aim to improve their mutual cooperation and the democratic role of CSOs. Government of Kosovo has listed on its priority list the drafting of the Strategy for Cooperation with Civil Society to be completed by June/July 2012. This process has involved civil society actors and CiviKos platform. In line with TORs of the project and country work plan TACSO Kosovo office has committed its assistance for both the government institutions and CiviKos platform during the drafting process with the aim to strengthen their capacities, ensure inclusion of the civil society and support wider consultations with all relevant stakeholders. TACSO Kosovo is seeking to contract at least two short term experts that will provide the services of facilitating and drafting the "Framework of strategy of cooperation between Kosovo Government and civil society sector". The specific purpose of this assignment is to facilitate a workshop to be held during April/May 2012 and draft the framework strategy based on the conclusions and discussions of the workshop. The working group will be composed of representatives of the government, CiviKos platform, and wider civil society actors including members of the TACSO staff. The general outcome from this meeting will be a substantial and comprehensive draft strategy to be discussed further during wider consultations with civil society and other stakeholders in Kosovo. The specific tasks of the STE will include: 1. Participation and facilitation of the workshop; 2. Prepare a framework strategy based on the existing draft and workshop discussions; 3. Prepare a workshop report. STE Profile: Prominent, recognized, professional and experienced with facilitation (min 5 years); Proven records for at least 5 years of experience in facilitation and strategic planning; Proven records for at least 5 years of experience in drafting strategic documents; Strong knowledge and experience about /in Kosovo civil society sector; Excellent presentation and reporting skills ; Excellent communication skills in Albanian language; Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE The task will be performed in close cooperation with Resident Advisor and Kosovar CSOs. The STE will deliver a mission report to the Resident Advisor before receiving remuneration.
