Technical Assistance for Civil Society Organisations Kosovo Office This project is funded by the European Union Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244/99, Montenegro, Serbia and Turkey). EuropeAid/127427/C/SER/Multi TACSO KOSOVO OFFICE Open Call For Junior Short Term Expert (STE) TERMS OF REFERENCE for the preparation of the research report on the relations between media and CSOs in Kosovo Background CSOs use media and other communication tools for communication with the broader public. Impact of media in the public image of CSOs is identified to be crucial. Results of the survey that TACSO has conducted with nearly 200 grass root organisations in Kosovo in the year 2010, show that majority them lack capacities in maintaining relations with the public and media. The purposes of preparing this report on how CSOs are presented in the Kosovar media, how they communicate with each other will present the basis for discussions with parties involved and strengthen the cooperation between both sectors. The Project The general objectives of the project are to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to increase and improve the capacity and actions of CSOs and to improve the democratic role of CSOs. More information can be found on the TACSO Web site www.tacso.org The Position The expert will be involved in a following process: 1. Prepare questionnaire for CSOs that will explore relations between CSOs and media; 2. Prepare questionnaire for Media ( print and broadcasted) that will explore the relations between media and CSOs in Kosovo; 3. Conduct interviews ( face to face, email or skype) with CSOs in six (6) regions of Kosovo; 4. Conduct interviews ( face to face, email or skype) with national and local media in Kosovo; 5. Review the analysis of the TACSO press clippings reports; 6. Draft the report based on the feedback received from respondents including recommendations for improvement; 7. Development of the final report. Qualifications, experience and competences We are looking for the expert with extensive experience in working with the civil society and media in Kosovo. S/he must be a dynamic researcher, and have previous experience in similar studies and assessments; S/he must be fluent in written and spoken English language; Previous experience working with the EU IPA grant schemes will be an advantage. Expected competences: Excellent analytical skills; Excellent written and spoken English; Experience working for international organizations/projects; Experience with the CSO environment in the country; Excellent computer skills. Assignment The work is expected to be conducted within time frame of 20 days of analytical research work, interviews, preparation, writing, consulting and finalizing of the report. Total days of engagement as STE are 10 days. Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE The task will be performed in close cooperation with TACSO Resident Advisor and LAG sub working group on this topic. The STE will deliver a mission report to the Resident Advisor before receiving remuneration. The application must include: 1) A motivation letter (no longer than two pages), addressing each of the points raised in the “Qualifications, experience and competences” section above and outlining remuneration expectations; 2) An updated EU standard CV with photo; 3) Information on three references.
