Senior Short Term Expert (STE)
Capacity Building of CiviKos platform
Background of the assignment
General objective of this project is to strengthen the overall capacities and accountability of the Civil
Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a
sustainable role of the CSOs in the democratic process. Very important component of the project is to
strengthen the dialogue between civil society and other government institutions with the aim to
improve their mutual cooperation and the democratic role of CSOs.
In line with TORs of the project and country work plan TACSO Kosovo office has committed its
assistance for CiviKos platform to strengthen its capacities. CiviKos Platform is an initiative of civil
society organizations in Kosovo which started in early 2007. It aims at creating an enabling formal
environment for cooperation of the civil society sector and institutions of Kosovo. On November 9,
2007 CiviKos signed a Memorandum of Cooperation between the Government of Kosovo and civil
society (represented by CiviKos Platform). This memorandum represents the first formal document
that sets out mutual commitment to institutional cooperation and genuine partnership between the
Government of Kosovo and civil society. During the entire 2011, the Platform has organized its
members in different working groups and workshops in order to prepare its basic framework of the
Strategy of Cooperation with the government, which would serve as CiviKos starting position for the
official process of drafting the Kosovo Government Strategy for Cooperation with Civil Society which is
at the final preparation phase. This process was also supported by TACSO project.
Therefore, TACSO Kosovo is seeking to contract short term expert that has extensive expertise working
on networks, which can be transferred to newly-established horizontal networks such as CiviKos
platform through capacity-building, exchange of good practice and consulting in order to:



strengthen their inner structures and processes;
intensify their communication with stakeholders;
develop efficient services for their members.

The specific tasks of the STE will include:

Drafting the internal Rules of Procedure;
Drafting mechanism for Position Building;
Drafting mechanism for Representation and Information sharing ;
Review the statute of CiviKos platform to ensure consistency with other rules and procedures.
Location of assignment: Place of residence and Prishtina, Kosovo
Duration, methodology and timing of the assignment: The task shall be completed during the period
15 February- 31 April 2013. The STE or a legal entity will be engaged on the basis of the Short term
expert’s days. Number of days will be negotiated with successful candidates. Preparation of draft
documents will be done at the place of residence of STE. The final version of the documents will be
discussed and finalised during a one day workshop that will be organised in Prishtina by TACSO office.
STE Profile:
 Strong knowledge about civil society sector in the Western Balkans countries;
 Prominent, recognized, professional and experienced in building/strengthening networks (min
5 years);
 Professional skills and experience in drafting internal rules for civil society organisations ( min
5 years)
 Strong knowledge and/or experience about /in Kosovo civil society sector;
 Excellent presentation and reporting skills ;
 Excellent communication skills in English language;
 Knowledge of Albanian or Serbian languages will be an asset.
Applicants must be independent and free from any conflict of interest. Note that civil servants and other
staff of a beneficiary public administration may not be recruited as STE unless to prior written approval
has been obtained from Contracting Authority.
Monitoring and evaluation of the STE
The task will be performed in close cooperation with Resident Advisor and CiviKos platform. The STE
will deliver a mission report to the Resident Advisor before receiving remuneration.

 Cover letter expressing experience in the field;
 CV with a minimum of two references of previous assignments;
